Based on Staff's opinion, in response to Mr. Allan's request for
sanitary sewer pro rata agreement based on acreage, we must follow
the City's subdivision ordinance requirements unless approved
otherwise by the City Council. To our knowledge, such
reimbursement has always been based on linear front footage to the
oversized utility and not based on acreage.
Staff has conducted a survey with area cities and the result
indicates that basically, out of nine (9) area cities contacted,
five cities base pro rata charges by linear foot. Four other
cities in the area do not use pro rata, but calculate the fees
based on impact fee only, capital recovery or acreage fee based on
lot fee charged.

additional follow-up.

As requested, on November 21, 1990, nine area cities were contacted
regarding pro rata related to water main, sanitary sewer main, and
storm drain development. The response of each city, is listed
below.
City of Ft. Worth - Pro rata charge by lineal foot.
City of Irving - Pro rata charge by lineal foot.
City of Flower Mound - Pro rata charge by lineal foot.
City of Denton- Pro rata charge by lineal foot.
City of Richardson - Pro rata charge by lineal foot.
City of Arlington - Pro rata charge by lineal foot.
City of Dallas - Fee charged for Acreage or lot- No Pro rata
charged.
City of Lewisville - Capital recovery fee charged - No Pro rata
charged.
City of Carrollton - Impact fee charged - No Pro rata charged.
