Staff has re~v~kewed the above letter and offers the following comments:
IMPACT FEES
The City Council has approved impact fees for water main and sanitary sewer fees
for water main and sanitary sewer main development in the City of Coppell.
However, an interlocal agreement has not been signed by the City of Coppell and
the Coppell Municipal Utility District i ("C.M.U.D.") at this time. Mr. Frank
Trando is presently working on an agreement for City of Coppell and is
forthcoming.
Staff would recommend that the agreement be brought forward and consummated by
both entities as soon as possible and under no case should the City waive the
assessment to a developer.
PRORATA- HEARTZ ROAD
After reviewing Mr. Mike Allen's letter dated September 20, 1990 requesting
reimbursement for the oversized water and sanitary sewer improvements on Heartz
Road, Staff recommends following the policy set forth in the City Ordinance, in
which reimbursement must be approved by City Council action and if determined
reimbursement funds are available.
IMPACT FEE - PARK PLACE ADDITION
The water impact fee of $660.00 per lot is to be assessed to the Park Place
Addition, and is payable prior to the recording of the final plat for the Park
Place Addition.
A sanitary sewer' impact fee of $422.00 per lot is to be assessed to the Park
Place Addition, subject to a subsequent agreement to be reached between the City
and Coppell Municipal Utility District. The sanitary sewer impact fee will be
payable to the extent, and at the time, a interlocal agreement is reached between
the City of Coppell and Coppell Municipal Utility District.
