Special Provisions: 1. The project will be constructed and phased similar to the Denton Tap /Sandy Lake intersection project that was completed last year. The only added twist is the Temporary Traffic Signal. 2. Road Closure — The City will allow the closure of Southwestern from the intersection of Bullock to the intersection of Belt Line. As well as the closure of E. Belt Line from the intersection of Denton Tap to the nearest driveway to the east. This will also include a temporary median cut for vehicles accessing the business to make a u -turn. 3. Road Closure Time — The allowable amount of time for the road closure as shown in the plans is 30 calendar days. The bonus /penalty is tied to this 30 days. If the road is opened in 25 days the bonus will be $3000 /day or $15000. If the road is opened in 35 days the penalty is $3000 /day or - $15000. Road opening is defined as re- establishing all vehicular movements through the intersection. Daily lane closure will be allowed during the hours of 9to4. 4. Temporary Traffic Signal — Because of the road closure, the City of Coppell believes it is necessary for a temporary traffic signal to be placed at the intersection of Sanders Loop & S. Belt Line. This temporary signal shall tie to the existing signal at Airline and work as one large intersection with no storage between. We are aware of several manufacturers that rent these temporary signals. It will be the contractor's responsibility for maintenance & operation of the signal during the course of the project. Vehicular Detection & Opticom detection will be necessary. Communication to the existing signal shall be via wireless device provided by the contractor for both the temporary and the existing signal. Any direct questions regarding the existing signal at Airline should be directed to Per Birdsall 972 - 304 -5171 5. Traffic Control Plan — The contractor will be responsible for providing a traffic control plan signed and sealed by a professional engineer. The traffic control plan provided in the plans is intended as a guide. Posted speed limits are as follows: S. Belt Line is 45 mph, E. Belt Line is 50 mph, Denton Tap is 40 mph, and Southwestern is 30 mph at the intersection. The plans call for the use of 3 message boards during the course of construction & 2 weeks prior to construction. 6. Construction time — Allowable working hours are 8 -5 Monday through Friday. Hours worked outside this time are subject to overtime. Due to the large impact on traffic the City of Coppell may consider negotiation on the overtime for our inspectors as long as progress is being made. There are residential houses within 450 ft of the intersection therefore overnight work will not be allowed however evening work may be approved on a case by case basis. 7. No grade changes within the intersection and no future plans for any changes to the horizontal layout. 8. No Utility changes. 9. Access to all business shall be provided at all times. If necessary additional signage may be required. 10.
