RE:CONSTRUCTION OF ROAD AND UTILITY IMPROVEMENTS
PARK PLACE ADDITION AND HEARTZ ROAD
Dear Mr. Allen:
At your request, I am addressing this letter to expand on the following
items covered in my letter to you of October 5, 1990. The following
statements are numbered according to the paragraph numbers to which they
refer in the October 5th letter:
2. It is the intent of this paragraph to confirm that the Park Place
Addition is exempt from the Roadway Assessment specified in the
October 4th memorandum on City fees attached to the October 5th
letter, based on the contractual provision as conveyed by our legal
counsel.
3. The intent of this paragraph is to confirm that Public Works has
reviewed and approved the engineering plans for providing sewer and
drainage services to Park Place. In fact, these plans were approved
Friday afternoon, October 5, shortly after my letter was picked up by
your representative.
4. The review of the Dowdey/Heartz Plans has now been completed and
those plans are approved by the City. The City shall be the only
governmental inspection agency for the construction of the facilities
on the Dowdey/Heartz Plans provided, however, that the CMUD will also
inspect the connection of the new Heartz sewer line to the CMUD trunk
sewer line.
6. The reference in this paragraph in the October 5th letter, "subject
to certain conditions," was intended to refer to only the need to
finally determine the appropriate spacing between the poles to be
used for street light standards. I would add here that we are now
looking at more extensive use of underground utilities and the
eventual elimination of multi-use power poles.
7. With respect to the use of the Mutual Drainage Easement for storm
drainage discharge for Heartz Road and Park Place, there are no other
known City requirements at this time for the use of that channel
other than those specified in previous correspondence or in the
Dowdey/Heartz Plans.
October 4th Memorand~ - Park Fees - With respect to the 50 per cent
due from builders, these fees are collected as each separate building
permit is issued.
October 4th Memorand~ - Street Sign Assessment and Street Light
Assessment - these fees include both Heartz Road ~d the Park Place
Addition. Prior to pa~ent, the separate ~o~ts for each will be
calculated for separate pa~ent. I have included a copy of the
Public Works memo which addresses this item.
The a~ve statements are intended to update ~d expand upon my letter to
you of October 5, 1990. Please let me know if you have my questions.
