Right-of-way from SH 121 to Freeport Parkway will only be required on the south side of West Sandy Lake Road. The alignment of the proposed roadway was established based on the location of the existing Oncor transmission towers along the north side of the roadway, which resulted in all roadway widening to the south. The alignment with the future SH 121 interchange is an issue. The proposed improvements will begin a sufficient distance east of SH 121 so that permanent improvements will not be needlessly constructed only to be removed when the interchange is built. There are overhead power lines on the south side of Sandy Lake and several buried power line crossing that will need to be relocated. There is an overhead power line on the north side of the roadway that will most likely need to be relocated. There is a gas distribution line on the north side of the roadway that turns south and crosses Sandy Lake Road and proceeds along the east side of Royal Lane. It will need to be evaluated. Access across construction areas will need to be provided throughout all phases of construction. Temporary pavement will be needed to accommodate construction and allow the existing roadway to remain in use. Most intersections will need to be constructed in phases to facilitate continuous access to and from Sandy Lake Road. Access to private drives will also have to be maintained. The interconnect system of the proposed traffic signals will need to be addressed. 9
