Dear Mr. Jackson:
As you are aware, the City of Coppell passed a bond program
in February 1984 for capital improvements to the City. One
of the projects proposed in this bond issue was improvements
to the existing Belt Line Road from IH635 to Denton Tap Road.
As the engineers designing this project, we are conscious of
the City's responsibilities to the individuals or entities
that have frontage along this project and are within the city
limits. We fully intend to address the needs of the citizens
of Coppell. We do not, however, know what responsibilities
the City has for fronting properties that are outside the
city limits and appear at this time to be making no effort to
be annexed into the City. Our question is one of guidance
and definition as to what degree or responsibility, if any,
does the City have to properties outside their corporate
limits. The economics of this project rely on the City's
degree of responsibilities, of course.
