Dear Ms. White:
During the Preconstruction Meeting for the referenced contract
which was held on April 4, 1989, one of the items discussed was
city inspection performed on weekends. This letter is provided
to clarify the report of this discussion presented in my letter
to you of April 5, 1989 (Item No. 3).
Mr. Steve Morton of. the City of Coppell advised the contractor,
L. H. Lacy, that construction work requiring inspection cannot be
covered up prior to being inspected. The contractor may lay
pipe, place steel or excavate trenches without an inspector
present, however, he cannot cover these items or backfill
trenches until the inspection is conducted. If the contractor
installs underground pipe, places steel, etc. after hours or on
weekends, he must wait until the following day or Monday for
inspection before covering this work up. If the contractor's
schedule does not allow him to wait until the following day or
Monday, he is responsible for city fees for inspection provided
outside of normal working hours.
Grading, placing rebar, excavating trenches, and laying pipe
require inspection. This inspection can be performed on the next
standard working day upon completion of the work as long as the
work is not covered up prior to the inspection.
