Mr. Blankenship expressed concern about the availability of curb backfill material. I advised him that much Of this material should come from excess utility trench excavation. I also said that I will ask the Site Grading contractor to leave some extra material in the street median. If there is still a deficiency of curb backfill material, it can be obtained from areas south and east of the street Right-of- Ways and can be coordinated at that time. 'Steve Morton requested that I provide him a copy of the Contract Prices so that he can determine the inspection fee. Mr. Blankenship acknowledged L. H. Lacy's contractual responsibility for the payment of this fee and indicated he would get with the Public Works Department regarding this. Steve Morton advised L. H. Lacy that Lacy will be responsible for inspection fees for any work performed on weekends requiring inspection. Grading, placing rebar, excavating trenches, and laying pipe are examples of work not requiring inspection. Backfilling trenches and pouring concrete require inspection. L. H. Lacy will coordinate any work performed on weekends with Mr. Morton. I advised L.H. Lacy that Brittain & Crawford is currently verifying grades in the street Right-of-Ways. These grades should be within 0.1 foot of design grade. Steve Morton requested that L. H. Lacy submit a construction schedule for utility improvements by this Thursday (April 6, 1989) to the City. Mr. Blankenship said he would provide this schedule and would send a copy to me also. Mr. Morton gave me a form entitled "Pre-Construction Packet" and asked that I complete this form and return it to him. Mr. Morton 'and Mr. Blankenship discussed necessary authorization to utilize the batch plant, currently used by Lacy for paving in Denton Tap Road, on Parkway Boulevard and the High School Access Road. Mr. Morton indicated that the frequency of testing required would be to an extent dependent on the contractor's performance. Ail tests in excess of the testing services to be provided by the owner, as specified in Paragraph 23, Section F of the contract, are the responsibility of the contractor. Tom Baker, however, indicated that his firm will provide one beam test for every cylinder test specified in the contract since Lacy will use 650 psi flexural stength concrete for street paving. Jack Crawford explained that under his contract with the owner, he will provide horizontal and vertical stakes one time for all improvements. Lacy indicated that they will provide drawings showing the wire fence to be installed under this contract. I.indicated -that the fence must be stable in accordance with requirements of Section 2D of the contract and any requirements of the City of Coppe11. I told Mr. Blankenship that I will send him a copy of the City's ordinance for fence construction. Ms. Vonita White JP No. 88009 April 5, 1989 Page 3 of 4 11. I informed Lacy that the site will be seeded very soon by the Site Grading contractor. Areas recently regraded adjacent to proposed streets will be seeded except for the street Right-of-Ways and 20 feet adjacent to the street Right-of-Ways. All construction traffic and operations should be limited to the area not seeded unless prior approval is received from the engineer. 12. 13. L. H. Lacy will coordinate testing required with Baker- Shiflett, Inc. and surveying with Brittain & Crawford as construction requires. In the interest of time, L. H. Lacy suggested using cement stabilization rather than lime treatment in the subgrades. Mr. Morton indicated that some problems have occurred on other projects he has inspected where cement stabilization was used, however, these problems can be remedied. He indicated cement stabilization is acceptable in Coppell. L. H. Lacy may submit use of cement stabilization for our consideration as an alternate subgrade treatment. 14. L. H. I advised Mr. Blankenship to coordinate his construction with others where appropriate. This includes the Coppell M.U.D. where connecting to their sanitary sewer llne and the High School Contractor when the street paving is connected to the existing pavement on the high school site. The contract will begin April 10, 1989. L. H. Lacy will contact Brittain & Crawford regarding initial survey requirements. Mr. Morton stated that he will be out of the office next week, however, another city staff member will be assigned to the project.
