The original estimate of $32,411.20 was based on our review of the plans and specifications along with typical industry standard timeframes for constructing each phase of the project. In our opinion this project to date has had a substantial number of excessive trips and material sampling for very small phases of construction instead of fewer larger combined phases of construction. This has resulted in a large increase of the testing budget for this project. The original budget would have been adequate to complete the project without the MSE wall and based on typical industry standards and practices. Approximately $9,000.00 is associated with the MSE wall to date. The testing fee to complete the project will exceed the original budget based on contractor performance to date. We based the additional estimate on the performance of the contractor to date and do not expect this to change in any significant way. This project could likely be completed for an additional $15,000.00 beyond the original budget provided the City requests the testing services instead of the contractor when there are substantial phases to be tested. Reduction of trips to the project are a significant source of cost savings. When the contractor is allowed to schedule our services, typically one of two scenarios will occur: 1) the contractor never calls for our services 2) the contractor calls for our services almost every day Scenario #1 maintains a low budget, produces a questionable product. Scenario #2 destroys a budget, produces a high quality product which could have been attained with substantially less money. For this project, if the contractor had planned his work a little more efficiently, he could have reduced the budget dramatically. I hope that this has answered your questions. The city engineer was expecting an estimate in the range of $15,000 to finish the project Can you tell me what the first estimate in the amount of $32,411.20 was based on? Would the $32,411.20 have been sufficient to have finished the entire project if the wall was not included? Do you have any idea how much of the amount billed so far is for the wall? Any details you can give me on why the testing fee to finish the project is more than the initial estimate would be appreciated. I will talk to Garreth also. On the proposal it calls for 1 set of 4 concrete test cylinders for every 100 yards of concrete. It should be 1 set of 4 cylinders for every 300 yards of concret. This should reduce the amount of the estimate some. In our opinion, the number of trips requested of Rone for this project is substantially greater than most projects of this comparable size and type. This excessive number of trips results in a significant increase in the estimated budget. As noted in our cover letter attached with our original proposal, we state that the actual costs for CMT services can decrease or increase with changes in the scope of work or with the contractor's work method. The contractor has requested our services for many small phases of work to be tested and /or inspected in lieu of combining many small phases into larger phases, thus minimizing our trips to the project and increasing our productivity and decreasing our costs.
