RE: TRA metering

Enclosed with this memo is a copy of the February and March metering report for the City of
Coppell. As can be seen, in February it was 3.866 mgd and in March it was 4.095 mgd. This
represents a significant increase over what our yearly average was for 1996, 3.23. I am
concerned that we might be getting right back into the same situation of having backflow
from Carrollton affect the readings at the metering station. Obviously, February and March
were wet months and there could be some inflow from Coppell's side. But our past
experience shows us that during the wet months we are getting readings indicative of what is
happening in Carrollton and backing up into our system. You may want to discuss this with
Curtis and Ted to determine what we need to do to verify that the readings are true and
accurate.
Please respond back to me when you are ready to discuss this matter with a plan of action.
