This memo is written as a follow-up to our telephone conversation concerning funding for a safety
fence on Denton Tap Road near Town Center Blvd. and for traffic signal installation at the intersection
of Whispering Hills and Sandy Lake Rd.
As part of the safety improvements associated with the intersection of Denton Tap / Town Center, the
City of Coppell placed a request for proposals on RFP Depot and received nine quotes for fence
construction ranging in price from $22,750 to $40,810. The price difference between the low bidder,
Farrow Welding and Powercoating, and the local firm of Alpine Fence Co. was $147. Based on
information that Jerod Anderson, Purchasing Agent, provided from the Local Government Code,
Section 271.9051, the City can consider the local vendor as long as their bid is within 5% of the low
bidder. Therefore, we recommended that the local firm, Alpine Fence Co., be awarded the contract to
install a decorative metal fence in the median of Denton Tap near the intersection of Town Center
Blvd.
Mr. Witt has signed the agreement; however, I currently have no funding for the fence. As we
discussed, my immediate concern is how to fund the fence construction at this time without
bankrupting some of my line items so that I cannot obtain purchase orders in the future. I am open to
any creative solution.
The second item, the traffic light at Whispering Hills and Sandy Lake, is a safety feature based on
accidents at the intersection. We have made some modifications and when Sandy Lake is
reconstructed in the future, a traffic signal is proposed at this intersection. In the interim we are
proposing to install a temporary signal commonly referred to as a "span wire light" to assist with traffic
movements in this area. We will be providing the cabinet and controller to the contractor, as those
items may be reused in the future. The contractor will be providing all the poles, wiring, etc.
We obtained three proposals for the installation, with the low proposal being provided by Sharrock
Electric Inc. in the amount of $23,858. Mr. Witt has also signed this contract and again I find myself
with no money for this construction. I am unsure if it can come out of the CIP for Sandy Lake Rd.
Any innovative help you can provide so that these projects can move forward will be greatly
appreciated. Thanks for your assistance and if you have any questions please let me know.
