Northlake WE P1-6-CS 950324 March 24, 1995 Kelly Williams 755 Pelican Coppell, Texas 75019 Re: Follow-up to my March 2nd, 1995 letter concerning drainage and trees Dear Ms./Mr.Williams: This letter is written as follow-up to my previous letter in which I addressed your concerns about a particular dead tree near your property and the standing water near your property. The City of Coppell has tested the standing water located on the park site adjacent to your yard and found that it contains no traces of chlorine or other types of bacteria. This tells the City that it is not City water i.e., it is not coming from a sprinkler system, swimming pool, broken water line, overflow from a sewer line, etc. Ruling out those options, it does tell the City that most likely there is a some type of ground water creating the standing water. I am in the process of obtaining a quote from a contractor on an adjacent project for the installation of a french drain to help alleviate the standing water. Most of the water that is outside of the fence is now draining away and it appears that the water is coming from the private properties adjacent to the park site. The City would be willing to work with the adjacent property owners to allow some type of french drain from your property back to the creek area to help dry up the rear of the yards. The City has not yet received an estimate from the contractor for the removal of the tree but we are still pursuing that option. In reference to the standing water at the outfall of the headwall, it is my understanding that the Street Superintendent spoke with the owner of the property concerning ways to mitigate the standing water. As was stated in my previous letter, it is not typically the City's policy to do any grading at the outfall of the structures. Several of the issues that you raised have also been raised by your neighbors and also by residents along other creeks in the City. Because of the complaints, the City is looking at its overall drainage philosophy. If any changes were to occur in which the City addressed drainage concerns such as the ones you raised, then the City would prioritize the complaints and compare those against our Stormwater Management Plan adopted in 1990 to determine which projects had the highest priority. At that point, the City would address the projects as funds became available.
