After studying this, I don't think grinding is a good option unless you're willing to grind a very large area, which gets tricky. To get the water from the 9.89 shot where the water is being held to the gutter at 9.79 (existing water pocket), you would be removing approximately one tenth of the existing pavement in places. That's a lot of material to be removed with a grinder. Also, the finish would be likely be terrible because you'll get into the larger aggregates which don't grind as well as the "grout" areas. think replacement might be the only viable option unless you can somehow pump part of the existing slab as Keith was suggesting.
