Dear Mr. Doyle:
This letter is in response to your handwritten memorandum dated
11-23-88 concerning the addition of the paving of the west
intersection turnout of Parkway Blvd. to the Denton Tap Road
Improvements project. The answers to the questions of your
memorandum are as follows:
1. 'I estimate that the latest date for informing the
Contractor by way of Notice of Field Change that the
Parkway Blvd. turnout paving can be conveniently done
under the current Contract is Friday, December 9, 1988.
This work may be added at any time during the project,
however, but if decided upon soon enough it can be
accomplished with the current unit prices and within the
current construction sequence.
2. This item would, and should, normally be covered by a
Change Order, and perhaps it should have been stated
more clearly previously. The procedure normally being:
issuance Notice of Field Change to the Contractor
notifying him of an impending change; and asking him to
respond with any additional costs or time extensions
re~]ired to accomplish the anticipated work. If there
are to be any additional costs or time extensions, then
a Change Order must be issued to cover such costs and
time extensions. It was our understanding from a
meeting held with the city of Coppell (City Manager,
Staff, and Ginn, Inc.) and ABQ Development (and Jerry
Parche'), on Monday June 13, 1988 at 1:00 PM in the
Rotary Room of the Coppell Town Center, that the City of
Coppell was to have this item included in the scope of
work of the current Contract, and therefore we have
brought it to your attention to allow you to direct us
to:
A. Proceed with the work and recieve Council approval
of a Change Order; or
B. Have the Contractor complete the work at a later
date after Council approval of a Change Order.

You may require that the funding be provided by the
ABQ, but it never entered into the preliminary
discussions with them. If we had been certain of the
actual roadway section planned west of Denton Tap Road
on Parkway Blvd. at the time that the plans were drawn,
we would have included the entire intersection in the
current project from day one. The reason being that in
order to complete the Traffic Signal design and work out
the final layout of the brick pavers, one must know all
of the geometric aspects of the intersection from the
beginning. Univest Development, the previous owner of
the ABQ property, was not able to move forward with
development plans at the time the plans were nearly
complete on this project. Therefore they never proposed
to the City of Coppell what they were going to build on
Parkway Blvd. west of Denton Tap Road, and we were
forced to finalize the Denton Tap Road Improvements
plans without the west turnout of the Parkway Blvd.
intersection in order to get the project underway as per
City Council direction. As originally planned, there
probably would not have been a request made of the
adjacent property owner provide any additional funding
for the turnout.
The only agreement of which we have any knowledge
concerning the west turnout of the intersection is the
meeting mentioned above. The remaining half of Parkway
Blvd. to be constructed east of Town Center could be
added to the subject Contract by negotiating a Change
Order with the Contractor as long as the value of the
Change Order did not exceed 25% of the Original
Estimated Contract Amount. It would be wise not to
include the amount of the respective Change Order in the
amounts to be collected by Street Assessments for the
project.
As you can see from the attached photocopy reduction of
the Parche' Consulting Engineers plans which accompanied
a copy of their plat, there are two lanes both east and
west bound, with a single left turn lane eastbound.
Please call me if you have any further questions, and let us know
of your decision regarding the above.
