Pictures are included so that it may be clearly apparent what the situation is. Thank you for handling these ADA concerns as the ADA Coordinator of the City of Coppell. I await a response from you as to the progress of this complaint to be resolved within ninty days. The newly installed curb ramp on the northwest corner of Denton Tap and Highland Dr is too steep for ADA Title II requirements. Please redo this curb ramp to be in compliance with ADA Title II requirments as enforced by the Federal Highway Administration as outlined in the FHWA Best Practices Guide. Pictures and a drawing of a suggested solution are attached. New sidewalk has been installed on the southwest corner of Denton Tap and Highland Dr. There is no curb ramp as required by ADA Title II where the unmarked crosswalk pedestrian pathway crosses the curb to this new sidewalk. Pictures attached. Please note that Texas Department of Licencsing and Regulation TDRL General Counsel has stated that the Texas Accessability Standards are NOT certified as meeting the requirements of ADA Title II for public services. See attached copy of letter from TDLR general counsel Be warned that any signoff by Texas Accessiblity Specialists for Public Sidewalks and Curb Ramps does not automatically mean comliance with the requirments for ADA Title II for public services as enforced by FHWA. The Federal Highway Adminstration FHWA "Best Practices Design Guide - Desinging Sidewalks and Trials for Access" should be followed to be in compliance with the requirmeents of ADA Title II for public services for sidewalks and roadways.
