Mr. Block,
I am writing concerning the City's plans for construction on Heartz Road here in Coppell. Construction
will begin next week adjacent to land owned by your organization. I am including a PDF file with the
pertinent plans for the area adjacent to your property.
I would like to discuss two issues with you or your representative. First concerns the existing parking lot
at the corner of Sandy Lake and Heartz. We plan to restrict on-street parking during the construction,
and some of the neighbors inquired whether they could legally park in this lot during the construction. I
am seeking permission for this activity on their behalf. As you can see from the plan we are also having
to reconstruct a portion of this lot to accommodate grade changes as a result of this project. I am also
seeking permission on behalf of the contractor for this activity. The city will ensure that the area is
restored to the exiting condition, or better, at the end of the project.
The second item concerns utility stub-outs to serve this lot. We are currently planning to stub two 8-inch
water lines, and an 8" sewer line to this property to accommodate future development. I would like to
coordinate these locations so they can be placed in the best location for you or any potential developers
you may be currently negotiating with.
Construction on this project will begin on Monday.

Steve, attached is a presentation that Keith Marvin, Project Engineer - City
of Coppell, delivered tonight to our neighbors about construction on Heartz
Road. In the meeting some residents asked Keith for permission to park in
the concrete lot at 209 E. Sandy Lake Road. I have copied Keith on this
message so he has your contact information. He will be calling you to
discuss this request. Also, Keith has spoken with the person who you are in
negotiations with over the sale of that property regarding utility stubs
that will be provided as a part of this work.
