Tom,
We have reviewed the City Limit information in our city archives. The Coppell City limit corresponds with the eastern right
of way line of Belt Line Road. We are in the process of correcting our GIS mapping, and will forward that information to
DCAD as well.
In order to request a variance to our subdivision ordinance, you will need to send a written request, and provide a detailed
plan showing the variance locations. Once we have the request, we would place the request on the City Council agenda for
consideration. You would then have an opportunity to state your reasons to the council, and they would make the decision.
Our greatest concern would be with the crossing of major thoroughfares. We would recommend to council that they not
allow aerial crossings of any major roadways.
If you wish to proceed with a variance request, please let me know. The earliest opportunity to get on the council agenda
is April 12th.

TW Telecom would like to expand its fiber optic cable facilities on S Belt Line Rd from south of IH-635 to E. Belt Line Rd
utilizing the exiting pole line in part on the west side but mostly on the east side of S Belt Line Rd. From IH-635 to Airline
Dr., there is an existing fiber optic cable attachment and from there to E Belt Line are other telecom cable attachments as
well.
In looking to clarify where the City of Coppell city limit is along S. Belt Line Rd from IH-635 to E. Belt Line Rd, we find
conflicting information with regard to what city the east side of the right-of-way is in. The Dallas County Appraisal District
maps show the city limit down the centerline of S Belt Line Rd where the east side of the ROW is in the City of Dallas. The
City of Coppell GIS map shows the city limit to be the east ROW line for S Belt Line Rd at one point but varies off this line
further north.
Since the city limit boundaries appear to be in question and other telecom providers already have aerial facilities, we ask the
city to consider allowing tw telecom to place one aerial fiber optic cable and strand in the same manner as existing utilities.
We feel this would give tw telecom the same advantage given to other owners of fiber optic cable facilities already on the
poles and that the requirement for our utilities to be placed underground would put us at a competitive disadvantage in this
case.
We appreciate your consideration in this matter.
