PLATTING ACTIONS - F_INAL_ Item 12: Plat Application #86-01-20 - to consider approval of a final plat for Coppell Road Business Park on property located on the east side of Coppell Road, 500 feet north of Bethel Road. Mr. Jim Necce representing the Dairy Queen located at the northwest corner of this intersection was present as well as Mr. A1 Rodgers representing Mobile Oil Company at the northeast corner, Mr J.W. Whitehead and Mr. Frank Mustermann also property owners at this intersection were present for the hearing on this item. Following discussion Councilman Smothermon moved that a 90 degree intersection be approved for construction- Councilman Bailey seconded; motion carried unanimously with Mayor Pro Tem Thompson, Councilman Bailey, Councilman Ware, Councilman Pettijohn and Councilman Smothermon voting in favor of the motion. Item 15: Discussion and consideration of status report on the construction of the cul-de-sac at Warren Drive. City Engineer Ed Powell made the presentation on this item. He indicated that Triland has stated that they are progressing on the ITEM ~ /~ BELT LINE/DENTON TA?/SOUTHWESTERN INTERSECTION Two alternatives have been investigated for the Belt Line/ Denton Tap/Southwestern intersection and are shown on the attached drawings. Both alternatives will require additional right-of-way. Alternative I illustrates the intersection as skewed at 13 degrees and requires several median strips to properly direct traffic. The median strips and unfamiliar right and left turn lanes would be confusing to motorists approaching the intersection. Traffic flow with this alignment would not operate at optimum safety and efficiency. This alternative will require 0.294 acres of additional right-of-way along Southwestern from the Southwestern Town Lot Corporation and 0.066 acres of additional right-of-way along Belt' Line Road (East) from James W. Whitehead. The other alternative, which we consider as our base proposal, provides a standard 90 degree intersection for these four roads. This alignment provides a safer and less confusing intersection than Alternative I. Belt Line and Denton Tap would be designed as six-lane divided thoroughfares and Southwestern would be improved to a four-lane street with an extra wide median at the intersection only. The wide median provides the option of a future six-lane divided roadway west or a landscape focal point for the City in the future. The existing Southwestern Boulevard would remain in operation but would be converted to a one-way (westbound) street from Denton Tap to Bullock Street. This alternative will require 1.102 acres of additional right-of-way along Southwestern from the Southwestern Town Lot Corporation only. On January 21, 1986, we met with-representatives for the owner on the southwest corner of the intersection, Santa Fe Pacific Realty, and they expressed at that time a desire to have the intersection constructed as a 90 degree intersection. It is our recommendation that you adopt the base proposal intersection design and include it as part of the Master Thoroughfare Plan. We can work toward obtaining the right-of-way and constructing the whole intersection at this time or, at a future time whenever the property is platted, the City could require dedication and require the developer to construct the roadway. Action Required: Recommend adoption of the Base Proposal Design for inclusion in the City of Coppell Master Thoroughfare Plan.
