Date: 11/13/2009 3:23 PM Subject: Re: Devonshire Sub-Division - Part 1 Ms. Ort, Thank you for contacting the City of Coppell engineering department with your concerns. Based on your reference to the new highways, I have reviewed the plans for the recent construction along SH 121. The Texas Department of Transportation as well as the North Texas Tollway Authority were the responsible parties for these recent projects. As part of these projects sound walls were constructed along SH 121 from west of Denton Tap to Bella Vista Drive on the north side of Coppell. These entities typically only construct sound walls where the new highway is built adjacent to residential property, therefore no sound walls were built with the project along SH 121 between Northpoint Drive and Canyon Drive on the west side of Coppell. The City only has control of the construction projects for city streets, such as the recently completed stretch of Coppell Road from Sandy Lake to Cooper Lane. From your email it does not appear that this project is one you are referring to, however if it is, please call me at the number below so we can discuss it. As far as additional development damaging the "ole peaceful Coppell feel" and causing the removal of so many trees, I know our planning department tries very hard to preserve as many trees as possible through the process of development review. They also make every effort to preserve the look and feel of Coppell. I know they would be happy to hear your feedback with regard to future development within the city. I am copying the city planner on this email. Feel free to contact them at 972-304-3678. Please feel free to call me if you would like to discuss this or any other engineering issues. Project Engineer (972) 304-3681 >>> "Donna" <dogwoman23@tx.rr.com> 11/13/2009 12:10 AM >>> November 12, 2009 Dear Engineer Dept. - I have lived in the Devonshire Sub-Division since the early 1990's, and while we have always had the airport noise, of which I do call in and report both to the City of Coppell, as well as, to the Airport - This new road noise is very disturbing on a lot of different levels. We are now hearing the road noise all hours of the day and night, but, especially at night. Did someone forget to budget for the sound barrier walls when the new highways were being built, as well as all the trees that were being removed and will continue to be removed for the new housing developments going in around us. The noise is so loud that I have to wear ear plugs to try and focus during the day while I am working and at night to try and sleep. We also are now unable to go out onto our patio with our families and friends due to the high decimal levels of noise. It is no longer the peaceful Coppell we all once knew. I have to question if the airplanes are even this bad. On a bad day, yes, without a doubt, the airplanes can give this new road noise a run for it's money but at night when the incoming flights settle down - you are at least able to enjoy your evening unless there is a really low ceiling. (8/4/2011) Keith Marvin - Re: Devonshire Sub-Division - Part 1Page 2 I would like to know what the City's plans are on this. Also, as well, what is currently in place to help us to get the "Ole' Peaceful Coppell Feel" back - where we enjoy having our outdoor get-togethers with friends and family in our small wonderful community know as "Coppell". Also another great thing would be able to sleep with no ear plugs and work with no ear plugs Some of us have talked and feel like this has and will continue to have an affect on the value of our homes. We originally bought into Coppell because we felt our investments would be a solid investment and Coppell had the feeling of a small town that a lot of us grew up in. Please have someone contact me by the end of next week to discuss what is in place to correct this problem for the Wonderful Citizens of Devonshire and of Coppell.
