Re: Proposed relocation of Belt Line Road
Dear Mayor & Members of the City Council:
It has been proposed that the Dallas County bond improvement
package now be changed to relocate Belt Line Road about 300 feet
south from its present location. The improvement of Belt Line
Road as included in the Dallas County bond election last April is
a top priority project for the City of Coppell. The completion
of a railroad crossing for MacArthur Boulevard is also critical
for the City. The discussion of changes in the Belt Line Road
improvements after-the-fact is already slowing design of the new
roadway and approval of the MacArthur railroad crossing. Please
consider the following additional factors:
(1) If the proposed relocation of Belt Line Road is
approved by the City of Coppell and by Dallas County, it could
delay the commencement of the Belt Line improvements and comple-
tion of the MacArthur railroad crossing 2 to 3 years or more
because of the litigation that is bound to result.
(2) Property owners on the north side of the St. Louis &
Southwestern Railroad, who now enjoy access to Belt Line Road,
would be left without any access if Belt Line is relocated to the
south. River and floodway requirements even make it impractical
for them to try to achieve access from neighboring property
owners due to the prohibitive expense of constructing new bridges
over the river and floodway.
(3) The relocation would prevent us from attempting to
create a second access road from the clubhouse to Belt Line that
we hope to call "Fairway Drive".

(4) Our engineers advise us the proposed relocation, when
commenced, will be slower and more expensive than the Belt Line
improvements approved by a 3 to 1 margin by Coppell voters in the
bond election.
(5) When you were kind enough to approve the zoning for
Riverchase as a master planned golf course community, we all
envisioned a beautiful eastern entryway for the City of Coppell
on Belt Line Road. The Riverchase construction would include at
the developer's expense a new streetscape entryway for the City,
landscaping and irrigation along the railroad right-of-way, a
view of the 8th green in the Riverchase Golf Course and payment
by the developer of one-half the cost of the Belt Line/MacArthur
intersection and all the cost of the traffic and railroad
signalization and the MacArthur railroad crossing. The
improvements for Belt Line Road as approved by Dallas County
voters and the filling on the Riverchase property will give
Riverchase approximately 4,000 feet of Belt Line visibility and
frontage that should be similar to the landscaped railroad right-
of-way that now exists near Belt Line and Inwood Road in Addison.
It will set a fine atmosphere and entryway for the City. That
would not be true if the proposed relocation is approved.
We urge you to quickly and firmly reject and disapprove of the
proposed relocation of Belt Line Road and to immediately communi-
cate to the St. Louis & Southwestern Railroad and the County that
no change will be made in Belt Line or the proposed MacArthur
railroad crossing. To do otherwise would seriously damage the
City of Coppell. The clear and decisive 3 to 1 mandate by
Coppell voters for improvement of Belt Line Road in its present
location should not be ignored. Thank you very much.
