Staff has reviewed the information submitted from Dallas/Ft. Worth
International Airport addressing the flyover proposal for FM 2499
at S.H. 121.
In reviewing this matter, staff has no objection with what is being
recommended. The recommendation still provides convenient access
to Bethel Road and the abutting properties.

Dear Mr. Dedman:
On behalf of the cities of northeast Tarrant County and Denton County areas, the DFW
International Airport is expressing support and urging thc State Highway Commission to authorize
funding to expedite the design and construction process for the FM 2499 flyovers at SH 121 as
proposed by the City of Grapevine with the following provisions:
· The on-ramp from Bethel Road to SH 121 may only be closed if an alternate on-ramp
to the northbound flyover can be connected to the existing Frontage Road (Fig. 1).
· The Airport would prefer the southbound off-ramp from SH 121 to Bethel Road remain
open. The southbound flyover would have to be designed to avoid weaving restrictions.
DFW recognizes the importance of this flyover proposal. However, access to the Airport
properties abutting Bethel Road cannot be denied. The Airport is willing to work with the State,
City of Grapevine and the City of Coppell to arrive at a mutually acceptable design to this issue.
The Airport, therefore, urges the Commission to give favorable consideration to this request by the
cities of northeast Tarrant County and southern Denton County areas, subject to provisions by the
Airport, to authorize and expedite the design and construction of the FM 2499 flyovers.

Dear Mr. Ratliff:
The City of Grapevine is scheduled to appear before the Highway
Commission in the January 29, 1991 meeting to request the SDHPT
to expedite the design and construction of the flyover ramps
connecting State Highway 121/International Parkway with FM2499
which is currently under construction immediately to the north.
The FM2499 project, as currently under construction, provides
connections to State Highway 121 and points south, DFW
International Airport, 1-635 to Dallas and SH121 to Fort Worth,
by a circuitous route. The construction of these flyovers will
provide direct, uninterrupted traffic access from State Highway
121 to FM2499 continuing north into Denton County. These
flyovers are vital to the future of the Northeast T~rrant County
and Southern Denton County development. Authorization of funding
by the Highway Commission to expedite the process for the design
and construction of these flyovers now will insure construction
of these flyovers by the middle of this decade.
Again, we feel it is important for the future growth of this area
that these flyovers be provided and we are requesting that your
City Council adopt a resolution expressing support of these
flyovers for the Highway Commission Meeting on~anuary 29, 1991.
I have taken the liberty to enclose a draft letter that you may
use if deemed appropriate. Also attached is a resolution which
was passed by the Grapevine City Council on August 9, 1990.
Please mark this date on your calendar and make plans to attend
this very important meeting. We appreciate your past support of
the City of Grapevine and northeast Tarrant County and Denton
County and look forward to continued cooperation and support from
your office.

On behalf of the Cities of the northeast Tarrant County and
southern Denton County areas, I wish to express the City of
Coppell's support for and urge the State Highway Commission to
authorize funding to expedite the design and construction
process for the FM2499 flyovers at State Highway 121. These
flyovers are vital to the future growth and development of
northeast Tarrant County and southern Denton County to provide
direct access to DFW International Airport, 1-635 into Dallas and
State Highway 121 into Fort Worth.
This is a growing area of the metroplex that is facing
significant traffic congestion problems if the State Highway
System is not improved.
I urge you to give favorable consideration to this request by the
cities in the northeast Tarrant County and southern Denton County
areas to authorize and expedite the design and construction of
the FM2499 flyovers.
