The first resolution to the Texas Department of Highways and
Public Transportation is to request the improvements to the
bridge at Beltline Road and 635. Dallas County is working
with the City of Coppell, the City of Irving, and the Highway
Department to try to get this bridge improved to a six-lane
width in the future so that it can be funded.
It is in our spirit of cooperation that we are providing this
resolution.

This is a City/County agreement whereby we are agreeing to
accept the $700,000.00 for the improvements to Beltline Road.

This is a City/County agreement whereby we are accepting aid
for the Denton Tap/Sandy Lake intersection. The County is
going to spend approximately $80,000.00 of our funds, but
they are going to match that with material and labor in order
to get this intersection improved.

The Dallas County Bond Program has $4.25 million for the
improvements of Beltline in an east-west, fashion from
Carrollton to Denton Tap intersection and then north along
Denton Tap to the County line. It is estimated that we will
need approximately $8 - $9 million to construct this much
divided thoroughfare. It appears that the bridges need to be
improved and raised also. In order for us to come up with
our matching portion of these funds to get these improvements
in, we either need to have a bond program for our portion,
consider a street assessment program, a combination of both,
or issue Certificates of Obligation to cover the street
assessment. (attachment regarding bridges)

WHEREAS it has become necessary to pass a Resolution
requesting the Texas Department of Highways and Public
Transportation to improve the bridge on Belt Line Road at
I635; and
WHEREAS conditions are such as to warrant the passage of
said Resolution; and
WHEREAS, moreover, on the day of , 1985,
the City Council of Coppell did meet to pass said Resolution:

RESOLVED, That the City of Coppell requests the Texas
Department of Highways and Public Transportation to fund and
improve the bridge at Belt Line and I635 to accommodate a
six-lane divided thoroughfare design; and be it
RESOLVED further, That the City of Coppell requests
favorable consideration of this Resolution.

Attached are five copies of the proposed City/County Agreement
for the construction of paving and drainage improvements on the
Belt Line Road Project (SH 114 to Denton Tap) in the 1977 Dallas
County Bond Program for execution by the City of Coppell.
Once the Agreements have been executed on behalf of the City,
please return all five copies as well as a copy of the City Council
Resolution authorizing such execution to the Dallas County Depart-
ment of Public-Works for execution by the County. When the Agree-
ments have been fully executed, three originals will be returned
to the City for your files.

CITY/COUNTY AGREEMENT
WHEREAS, the City of Coppell, Texas, hereinafter called "City,"
and the County of Dallas, Texas, hereinafter known as "County,"
desire to enter into an agreement for the construction of paving
and storm drainage improvements in connection with the Belt Line
Road Project (S.H. 114 to Denton Tap Road) in the City of Coppell
and County of Dallas; and
WHEREAS, the Interlocal Cooperation Act, Article 4413(32c)Vernon's
Annotated Civil Statutes, provides authorization for any local
government to contract with one or more local governments to per-
form governmental functions and services under the terms of the Act;
NOW, THEREFORE, THIS AGREEMENT is hereby made and entered into by
City and County upon and for the mutual consideration stated herein:
W I TNESS ETH :
City hereby requests County to participate in the cost of paving
and storm drainage improvements as part of the Belt Line Road Proj-
ect pursuant to Proposition No. 2 of the 1977 Dallas County Bond
Program.
II.
County hereby agrees to reimburse City for cost of construction of
the paving and storm drainage improvements in accordance with plans
and specifications approved by the County.
III.
City hereby agrees to be responsible for administration of the proj-
ect and construction contract for the improvements. City will pro-
vide copies of all plans and specifications to County prior to the
award of any contract for the construction.
IV.
County will provide funding in an amount not to exceed $700,000 for
the construction of the improvements. City will submit invoices and
supporting documentation to County for reimbursement, based upon a
prorata 'percentage of the County's funding and the total construction
contract amount, as costs are incurred by City until such time as the
project is completed or the County funding limit is reached. City
will be responsible for all costs required to complete the project
which are in excess of the authorized County funding.

City will advise County during constructioq of all design changes.
VI.
City hereby agrees to credit County for any decrease in quantities
of work upon completion and final acceptance of the work by City and
return to County all funds provided to City but not used for construc-
tion of paving and storm drainage improvements under this Agreement.
VII.
City hereby agrees to defend, indemnify and save harmless County
from any claims, demands, costs or judgments against County aris-
ing out of any negligent act or omission of City or its contractor(s)
in the performance of the work or services under this Agreement.

County District 1 forces to construct the transitions on the north
and south ends of the Denton Tap Road improvement and the transi-
tions on the east' and west ends of the Sandy Lake Road improvement
currently under contract for the intersection improvement. ; and

DALLAS COUNTY BOND PROGRAM
There are three County bridges on Denton Tap Road between
Belt Line Road and the Denton County Line which span
Grapevine Creek, Cottonwood Branch, and Denton Creek.
Under currently accepted 100-year flood conditions, the
bridge over Cottonwood Branch clears the maximum water
surface elevation by approximately three feet (3'). However,
the bridges over Grapevine Creek and Denton Creek must be
raised approximately four and one half feet (4 1/2') and
three and one half feet (3 1/2'), respectively, to allow two
feet (2') of clearance between the bridge and the maximum
water surface elevation.
