The property owner is ABQ Development Corporation of Albuquerque, New Mexico. The project name is the Parks of Coppell. A jurisdictional determination was conducted on this site on July 6, 1988. Results of this determination were transmitted to us by your letter of July 28, 1988. The jurisdictional areas you identified on this site are indicated on the Plan of Reclamation enclosed. In accordance with your letter of July 28, 1988, the purpose of this submittal is to request a determination by your office of permit requirements for this project pursuant to Section 404 of the Clean Water Act. After making your decision, please advise me if this project is an accordance with requirements of a nationwide permit, or if other authorization is needed. The project area lies partially within the flood plains of Denton Creek and Cottonwood Branch. Of the total site area of approximately 109.7 acres, approximately 53.8 acres lie within the 100-year flood plain. 100-year and 500-year flood plain limits are shown on the enclosed drawing. This section of Parkway Boulevard is a vital component of the city's throughfare plan. The roadway will provide the only access to the city's new high school currently under construction adjacent to and southwest of the site. This construction will also complete Parkway Boulevard from MacArthur Boulevard on the east to Coppell Road on the West and provide additional access from the west side of the city to City Hall and the City Park facilities near Denton Tap Road. Construction of Parkway Boulevard will require a bridge over Cottonwood Branch. The existing channel wil be widened and protected at the bridge. The location of the proposed bridge is shown on the Plan of Reclamation. Approximately 0.94 acres of the jurisdictional areas are proposed to be filled. This largely consists of abandoned Gravel pits located outside of flood plain areas near the southern boundary of the property. These pits are targets of unauthorized waste disposal and may become health hazards as urbanization continues in adjacent areas. In order to mitigate for the loss of jurisdictional areas, an area offering conditions that promote aquatic Growth and wildlife habitation is proposed on the north side of Cottonwood Branch as shown on the plan. This area consists of approximately 1.79 acres or approximately twice the existing jurisdictional areas proposed to be filled. Continuance of Denton Creek in its natural condition along the north property line of the site. No excavation or fill is proposed in the portion of the 100-year flood plain of Denton Creek adjacent to the north property line. Approximately 15 acres in the Cottonwood Branch flood plain including the existing creek, with the exception of the mitigation area and channel improvements near the Parkway Boulevard bridge, will remain in a natural condition. Hundreds of trees will be preserved in this area.
