F.M. 2499 PROGRESS REPORT January 12, 1989 Since the November 29, 1988, F.M. 2499 Task Force meeting: 1. December 8 Public Meeting. 2. Meeting with SDHPT District 10 (Austin) - December 15. 3. Meeting with SDHPT District 18 {Dallas) - January 4. 4. Meeting with Rick Svehla - January 5. 5. Meeting with SDHPT District 18 {Denton) - January 5. 6. Meeting with Flower Mound - January 9. Description of meetings: 1. December 8 Public Meetinq A public meeting for the F.M. 2499 extension was held at the Denton Civil Center on December 8, 1988.. Approximately 75 people attended the 3+ hour meeting with many people speaking both in favor and in opposition of the project. Meeting minutes are being prepared by the City of Highland Village and should 'be available this week. At the meeting people were invited to submit written responses to the SDHPT. Several letters have been received and turned over to DSST for appropriate responses. 2. Meetinq with SDHPT District 10 {Austin) - December 15 DSST met with Mr. Al Luedecke and his staff at the SDHPT-Austin District 10 office to discuss their preparation of the traffic volume projections for the F.M. 2499 extension. DS&T was informed that his project is currently ranked 12th on a priority list for District 18 -. (Dallas office) projects. At this position, it may be several months before SDHPT is able to develop the traffic projections that are necessary for all of the traffic and environmental analyses. District 18 is charged with setting these priorities and should be lobbied to m_ove E.M. 2499 up on their priority list. The traffic projections will be developed by Don Walden who heads the SDHPT's Dallas/Fort Worth Regional Planning Office. His initial assessment of the population and employment projection estimates for the F.M. 2499 study area is that the SDHPT's values are satis- factory. It has been DSST's contention that these estimates do not fully account for the planned Boeing plant, the Highland Shores sub- division, the Oakmont subdivision, the Lakeview development and the Southview development. DSS;T has scheduled a meeting on Monday, January 16, to discuss this matter with Mr. Walden. Page 1 of 3 3. Meeting with SDHPT District 18 (Dallas) - January 4 The first part of this meeting was to discuss the concerns of Mr. Olin Porter about the location of several alignment alternates across his property. Mr. Porter stressed his support for the road, but expressed concerns about alignments which cut through the center of his property. He agreed that if the intersection at F.M. 407 were moved to the west side of the nursery and F.M. 2499 proceeded up Chinn Chapel Road, that it would be acceptable. John Blain directed DS&T to explore this possibility. The second part of the meeting with only SDHPT and DS&T staff in attendance was to discuss input from the public meeting. As a result of this discussion, alternative alignments 1, 2, 7 and 8 were deleted from the study. Four other alignments were added to the study: the first two are an extension of Chinn Chapel Road to intersect with Alternatives 3 and 4 south of F.M. 2181, the third is a transition to the east from Chinn Chapel Road, south of the Cooper Canyon town limits to align with Alternative 3 through the Corps property, and the fourth is a transition to the east from Chinn Chapel Road, north of Chinn Chapel through the Vaughn property to align with Alternative 3. Alternative alignments north of F.M. 2181 were also discussed. Further analyses of these alternatives was agreed upon. A meeting has been scheduled between DS&T and Commissioner Walker and Dennis Burn on January 18 to discuss this and other issues. 4. Meetinq with Rick Svehla - January 5 DS&T met with Rick Svehla, Bill Utter, Ann Houston and Jerome Cott on January 5 to drive the existing roads between F.M. 407 and F.M. 2181 and to look at the features involved with the various alignments of F.M. 2499. 5. Meetinq with SDHPT District 18 (Denton) - January 5 DS&T met with Dwight Byrd to discuss the possibility of moving the intersection of F.M. 2499 and F.M. 407 to the west side of the nursery. It was speculated that moving the intersection was still a possibility but a meeting with Flower Mound was suggested to confirm. 6. Meetinq with Flower Mound - January 9 DS&T met with Al Avery of Flower Mound and Matt Cart of SDHPT - Denton. It was agreed that there was flexibility in the location of the intersection at the present time. A decision needs to be made in the near future, however, so that Flower Mound may proceed with right-of-way descriptions. Page 2 of 3 Summary of priorities: 1.
