If you did not have a lab to take densities on the backfill of the utilities I would advise you to remove the backfill and replace with the proper testing prior to beginning any subgrade prep and pavement work.  These utilities will be ours to maintain for years to come and we will not accept them if they are not installed properly.   As far as the subgrade, according to the geotech report, lime stabilization is recommended, if not, at the minimum we will require cement stabilized subgrade and increase the pavement by 2 inches.  Please have your geotech submit us a revised recommendation on the subgrade preparations for us to consider.  The roll up curb is acceptable as long as we have 30' back to back of pavement section.  We will allow you to pour this section as you did on Lost Creek, however it is at your risk and if it does not come out to our satisfaction we will ask you to replace it.   We are also waiting on the mix designs for your concrete for pavement, inlets poured, manholes and stamped concrete. Please submit those as soon as you can.   It appears that you have been placing debris and materials on the neighboring property, you will need to clean up that site before we get complaints from the owner and from code enforcement.   If you have any questions please contact me at your convenience.   thanks, Mike   Michael Garza Engineering Dept.
