II. COMMENTS/RECOMMENDATION:
As indicated in the attached letter from Wayne Ginn, the County
realigned the eastern section of Beltline to avoid paying for
right-of-way from the railroad. We recommend your approval of the
Resolution which will allow Dallas County to proceed with the redesign
of Beltline Road in this area.

RESOLUTION NO.
RESOLUTION STATING THE NEED TO SUPPORT DALLAS COUNTY DEPARTMENT
OF PUBLIC WORKS PROPOSED RE-ALIGNMENT OF BELT LINE ROAD FROM
MACARTHUR BOULEVARD TO THE EAST CITY LIMITS WITHIN ITS CURRENT
RIGHT-OF-WAY.
WHEREAS, the City of Coppell and Dallas County have agreed
to improve Belt Line Road from MacArthur Blvd. to the East City
Limit of Coppell; and
WHEREAS, Dallas County has determined that it is more
economically justifiable to offset the roadway improvements to
the south portion of the existing Right-of-Way than to pay the
costs of the slope easements required for slope encroachments of
the St. Louis Southwestern Railway Company Right-of-Way, if the
roadway is to be constructed as originally planned, centered
within the existing Right-of-Way.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Coppell, Texas that:
SECTION 1: The City of Coppell supports the re-alignment of
Belt Line Road from MacArthur Boulevard to the Coppell East City
Limits, as proposed by the Dallas County Department of Public
Works.
SECTION 2: That a copy of this resolution be sent to Dallas
County Commissioner, Precinct No. 1, Honorable Jim Jackson.

Re: Realignment of Belt Line Road (E-W) within its current
Right-Of-Way from MacArthur Boulevard to the East City Limit.
Dear Mr. Ratliff:
Dallas County is proposing to realign the proposed Belt Line Road
Improvements within the existing Right-Of-Way in order to avoid
encroaching the St. Louis - Southwestern Railway's adjaCent
Right-Of-Way with fill slopes. The Railroad is asking $ 7.00/SF
for the slope easements required for the improvement of the road
in its original alignment within the existing Right-Of-Way. As a
cost and time saving measure, the County has had their
consulting engineer revise the alignment of the road by simply
reducing the southern parkway from 14' to 9' and reducing the
center median width from 24' to 13', which has the effect of
moving the roadway over to the south three quarters of the
existing Right-Of-Way. The proposed realignment does not affect
the roadway paving widths, will meet the existing MacArthur
Boulevard intersection, and will have no effect on Belt Line Road
west of MacArthur Boulevard.
Dallas County is withholding authorization for their consulting
engineer to continue with redesign of Belt Line Road from the
east City Limits of Coppell to Hutton Branch in Carrollton, until
they receive Coppell's approval of the proposed realignment. If
the Coppell City Council approves the proposed realignment of
Belt Line Road, Ginn, Inc. can begin redesign of this segment of
Belt Line Road immediately in order to complete Coppell's segment
of the project in a timely manner so that it may be included with
the County's segment in a single construction project as
originally intended.
