RE: Parkway Boulevard - West of Denton Tap Road
Dear Hr. Parche:
In response to your September 13, 1988 letter, (COPY ATTACHED), regard-
ing your desire to have the City of Coppell provide your client, ABQ
Development, assurances (how the -City feels) of your designed
right-of-way vis a vis "not constituting a conversion of fund assisted
property", please be advised of the following:
1) What was pursued by the City of Coppell Just recently (1988)
was what was on record from the previous owner/developer of
this property.
2) We expended great resources to achieve the approval for you in
this endeavor to fulfill the commitment to build this project
to get the only access drive to the 'High School open for this
next school year.
3)
This matter was discussed many times in numerous meetings,
some of which you cite and document in the attached letter.
We, the City, had indicated you have all of the latitude you
want on this design, Just so you remain in compliance with
approved alignment being outside (i.e. further) from the park
property and remain within the requirements of the City of
Coppe11, etc.
4)
You nor your client, in our recall, wanted such assurance then
or at anytime until this September'13, 1988 letter.
5) ' As you know, it is inappropriate for the City to: (a) make an
opinion on your design relative to a previously privately
designed alignments, and (b) to provide any kind of assurances
outside our Jurisdiction (i.e. speak for the Texas Parks and
Wildlife Department). While we have ~eview and approval
obligations, we have no Jurisdictional authority for state nor
federal agencies (i.e. similar to F.E.H.A. approval, etc.).
Please be assured that we will continue to work with you and ABQ
Development diligently and expediously now and in the future, as this
administration has in its recent history, to help you develop this
project, and to mak~ sure that the High School access drive is available
to that site in time for this next school year.
A~ ! understand, to meet that goal, you will be submitting by next week
the floodplain information for forwarding to F.E.N.A., separating the
portion of Parkway Boulevard from Denton Tap Road to the High School
Drive.
· he City of Coppell and all of our students who will attend this High
School will appreciate your continued diligence to acccaaplish this
project in a timely manner, including not letting the many facets of
your other platting ventures and related needs (i.e. the recent and
on-going inquiries regarding stor~vater storage on park property, east
of Denton Tap Road) deter the development of the connection to the High
School.
