Raymond,
I'm attaching a couple of examples of letters we have sent in the past. These are for information only. As we discussed,
we normally include all drawings, exhibits, etc. with the original offer letter so they have enough information to know what
we are asking for.
I would like to see the letter more informative about what we are taking, and how the value is arrived at. I'm also
concerned about the paragraph about them only having 30 days to respond with a counter offer. What happens after 30
days?
Do you want to simply include our city letter in with your package?

RE: Coppell Road Reconstruction

Parcel 4 – Permanent Right of Way
Dear Ms. Smith:
The City of Coppell is in the process of finalizing the design for the reconstruction of
Coppell Road from Sandy Lake Road to Cooper Lane. This project will consist of
removing the current asphalt roadway, and constructing a 34’ wide concrete street with
improved drainage. The project will include an 8’ wide hike and bike trail along the west
side of the street and a 4’ concrete sidewalk along the east side of the street.
The extra roadway width coupled with a slightly larger radius at the intersection with
Kaye Street causes the street to encroach onto property owned by you on both sides of
Kaye Street. In order to accommodate this encroachment the city is requesting dedication
of a corner clip from both lots to serve as permanent right of way. I am including a page
from the design plans that shows your lots, the proposed intersection layout, and the
encroachment onto your property that requires the right of way dedication.
Parcel 4 actually consists of two 10’ x 10’ corner clips, one located at the northwest
corner of 420 Coppell Road, and one at the southwest corner of 412 Coppell Road, at the
intersection of Coppell Road and Kaye Street. As discussed, corner clips are required at
street intersections where street or pedestrian improvements such as curbs, sidewalks and
access ramps are constructed. The city is offering a set amount of $500.00 for each
corner clip. This is the standard amount that was established for the acquisition of corner
clips on the recently constructed portion of Sandy Lake Road.
This letter constitutes an offer from the City of Coppell for the acquisition of right-of-
way as follows:
Parcel 4
1.Acquisition of Permanent Right of Way (420 S. Coppell Road) $500.00
2.Acquisition of Permanent Right of Way (412 S. Coppell Road) $500.00
3.Value of 24” Post Oak $7,860.00
Total $8,860.00
Construction is scheduled to start in the 1st quarter of 2008 and the city needs to acquire
the right of way as soon as possible. If the above offer is acceptable, please sign below
and return to this office. Once the letter is received, the process for payment of the
$8,860.00 can start. Enclosed are the right-of-way documents and an exhibit as described
above.

Parcel 28 – Permanent Right-of-Way
Letter of Permission
Dear Mr. & Ms. Dragon:
This is a follow-up to our December 8, 2005 letter regarding the city’s need for permanent right-
of-way from your property located at 305 Bethel Road. The right-of-way has been designated as
Parcel 28, and is necessary for the reconstruction of Bethel Road (Freeport Parkway to Denton
Tap) and Coppell Road (Cooper Lane to Bethel Road). Both roads will be reconstructed as two-
lane concrete roadways with improved drainage and sidewalks. Construction in the Old Coppell
area includes landscaping and enhanced pavement features.
The City of Coppell is offering $4.00 per square foot for Parcel 28. This is the land value as
shown in the Dallas Central Appraisal District. This letter constitutes an offer from the City of
Coppell for the acquisition of right-of-way as follows:
Parcel 28
1. Acquisition of permanent right-of-way at $4.00/sq. ft. x 649 sq. ft. $2,596.00
The city is also requesting permission to enter your property for minimal construction purposes.
Work will consist of the removal of existing pavement and 4:1 slope grading necessary to tie the
proposed finished ground elevation into the existing ground elevation. Work on your property
will not extend past a line 15 feet south of and parallel with the north property line, and the
property will be restored back to its original condition to the maximum extent practicable. The
contractor will not be allowed to access your property for any other purposes other than the
pavement removal and slope grading.

Construction is scheduled to start in the 3 quarter of 2008 and the city needs to acquire the right-
of-way as soon as possible. If the above offer is acceptable, please sign below and return to this
office. Once the letter is received, the process for payment of the $2,596.00 can start. Enclosed
are the right-of-way document and the Letter of Permission that will grant the city permission to
enter your property. The city respectfully requests your execution of both documents. When the
check is ready, we can arrange a mutually agreeable method to exchange the documents and the
check.
