Re: Sandy Lake Road from North Coppell Road to South Coppell Road (CSJ 0918 -45 -773), City
of Coppell, Dallas County, Texas.
Dear Mr. Hall:
The City of Coppell (City) is proposing a project that would reconstruct Sandy Lake Road from
North Coppell Road to South Coppell Road. This roadway reconstruction would require
approximately 0.68 acre of proposed right -of -way from Thweatt Park (approximately six acres in
size). The proposed project would be both federally and locally funded.
Thweatt Park is publicly owned by the City. Approximately 3.5 acres of the property was
purchased by the City in August 1991 from Thomas J. and Katherine R. McHale. At the same
time, the McHale's donated 2.5 acres of drainage way adjacent to the purchased property. The
property was purchased to be utilized for a Fire Station, but this plan use never came to fruition.
The City determined that the property was to be used as a park in November 1995. The six acre
property is not deeded for park use.
The City currently has a total of 7 miles of trails, 17 parks, and three staffed park facilities on
approximately 500 acres. The City's Parks and Recreation Department considers Thweatt Park
to be a neighborhood park with a pond, fountain, and picnic area (without benches or picnic
tables) that are open to the public during normal hours of operation. There are no existing
proposed plans to add more amenities. Thweatt Park's major purpose is to provide opportunities
for passive recreational activities. Currently, there are no parking lots or walkways. Thweatt
Park has been designated open space with no defined goal and no plans for any formal
recreational facilities. The City does not hold organized events at Thweatt Park.
As the official that has jurisdiction over the City of Coppell's parks, I believe that Thweatt Park
