Per our conversation,
FHWA has determined that the project requires a Section 4(f)
Programmatic Evaluation - Net Benefit. This would require that we
evaluate three alternatives 1) No Build, 2) Avoidance Alternative, 3)
New location avoidance alternative.
Once these are incorporated into the programmatic evaluation, and
TxDOT-ENV and FHWA were satisfied, a Public Hearing would be required
with four notifications in papers.
