Matt,
Per our conversation with Robert Hall, FHWA still considers Thweatt Park
as a Section 4(f) resource. CAI has proceeded with the programmatic
Section 4(f) for Net Benefits. You mentioned that the City had
questions regarding federal funding and what could be done with it to
avoid the 4(f) process. Dan Perge (TxDOT Dallas) recommended that the
City of Coppell meet with TxDOT (with people similar to our last meeting
at TxDOT). Please see if this is something that they would be
interested in. I think that this would help resolve their questions.
