Attached are two cost opinions that illustrate the differences between
the two costs that were shown in our memo. The best way that I could
figure out how to show the difference was to prepare the cost opinions.
You will notice a difference in both the quantities of some items and
the unit prices for most items. The quantity difference is related to
the extra width for on-street bike lanes and the 10' Hike & Bike trail.
The cost differences reflect an adjustment for several factors, such as:
1.TxDOT versus City cost (I did a comparison of similar projects
that were constructed to TxDOT standards vs. similar projects
constructed to City standards and found this to be 15-20% more for TxDOT
facilities. This was not an exhaustive list, but several recent
projects that TNP has completed.)
2.Time frame of construction - I assumed that if it was City
standards, the project would be bid out at the end of this year. If we
stay with TxDOT, I assumed it would be bid in 2013 or 2014.
3.Value of combining projects - I assumed that we would combine
the projects and have a much larger single project for the City
Standards costs.
Basically, I have prepared a cost opinion for a project to City
Standards that would be bid at the end of this year with the other
section of Sandy Lake and a cost opinion for a project to TxDOT
Standards that would be bid up to 3 years from now. These are just our
opinions of cost and you are welcome to adjust as you deem necessary for
your purposes at this time. Please let me know if you have any
questions.
