This date is 30 days after the construction start date of November 28, 1989. The construction completion date according to the contract is December 27, 1989. Requests for extensions have been submitted by the contractor totalling 4.5 days for time lost due to inclement weather. Copies of these time extension requests are enclosed. Due, to severe cold weather in this area during recent weeks, these requests are approved. In addition, an unanticipated city holiday on December 26, 1989 prevented the contractor from working on that day. Therefore, the contract deadline is extended a total of 5.5 days to January 2, 1990. From a visual review of the site on December 27, 1989, it appeared that the work is nearing completion. Clearing in the borrow area had been completed and cleared material had been burned. Some excavation work remained in the eastern portions of the borrow area. The contractor has requested that our surveyors proceed with grade verification on January 2, 1990. Topsoil taken from the borrow and fill areas is stockpiled near the southeast corner of the fill area. This topsoil will be respread in the fill area following placement of material excavated from the borrow area. The existing fence along the east side of Denton Tap Road was used as the westerly limits of the fill. This fence is located a short distance east of the east Right-of-Way of Denton Tap Road. The contractor has made an effort to protect trees in the fill area. These trees are located near the south limits of the fill. December 28, 1989 JP No. 88009 Page 2 of 2 Baker-Shiflett, Inc. has provided results of 56 compaction tests taken on the fill through December 14, 1989. Results of three of the tests showed compaction levels less than density required by specifications. These areas were reworked and retests indicate compaction levels in compliance with the specifications. Due to lower elevations existing in the fill area at the start of construction than elevations shown on the plans, and variations between anticipated and actual shrinkage and loss factors, final elevations in the fill area are anticipated to be somewhat lower than the targeted elevations shown on the fill plan. The contractor has been directed to bring the fill up uniformly in order that constructed grades are in accordance with proposed slopes and drainage patterns shown on the fill plan. The east-west fence that was located south of City Hall has been taken down. A portion of the fence near the northwest limits of the borrow area has also been taken down. The contractor indicated that the property tenant has removed most of the fence materials from the site. After checking the excavated grades in the borrow area, I will notify the engineers for Parks of Coppell Joint Venture II that obligations defined under Paragraph 2 of the Development Agreement have been fulfilled.
