Keith, the ROW was dedicated by plat recorded in V90218, P3264. I would
guess that the ROW could be abandoned by plat.
Priscilla, do you know if PacTrust has anything showing an abandonment?

Dave,
Ordinance 95 -703 is attached. This ordinance eliminates this jog from
the thoroughfare plan. I don't see where it vacates the right of way
itself. Was this ROW dedicated by plat? Can we simply abandon it by
plat when the owner comes in to develop the property?

Ordinance which requires a solid masonry screening fence, to allow a
decorative wrought iron fence with brick columns at the new
Cottonwood Creek Elementary School located on Minyard Drive, as
requested by Robert Howman of Glenn Engineering on behalf of the
Coppell Independent School District.
H. Consideration and approval of an Ordinance of the City of Coppell
amending the Code of Ordinances of the City of Coppell, Texas, by
amending Article 9 -2, Fence Regulations; which will allow a property
owner to repair or replace an existing fence without the necessity of a
permit, unless the location is reconfigured, and authorizing the Mayor
Pro Tem to sign.
I. Consideration and approval of a resolution establishing the amount of
fence construction permit fee that is required by Section 9 -24 of the
Code of Ordinances, and authorizing the Mayor Pro Tem to sign.
J. Consideration and approval of an Ordinance formally adopting the
Mid -Year Budget with adjustments for Fiscal Year 1994 -95, and
authorizing the Mayor Pro Tem to sign.
K. Consideration of approval of an ordinance revising the Thoroughfare
Plan to add Airline Drive and realign Southwestern Drive as a four -lane
undivided (C4" and authorize the Mayor Pro Tem to sign.

AN ORDINANCE OF THE CITY OF COPPELL, TEXAS,
AMENDING THE COPPELL THOROUGHFARE PLAN CODIFIED AT
ARTICLE 15 -9 OF THE CODE OF ORDINANCES OF THE CITY OF
COPPELL, TEXAS TO ADD AIRLINE DRIVE WITH THE ROADWAY
CLASSIFICATION OF C4U AND BY AMENDING FIGURES D -7, D -9, AND
D -10 OF THE COPPELL THOROUGHFARE PLAN TO CHANGE THE
ROADWAY CLASSIFICATION OF A PORTION OF SOUTHWESTERN
DRIVE TO C4D AND THE ALIGNMENT AS SHOWN ON EXHIBIT "A"
ATTACHED HERETO; PROVIDING A REPEALING CLAUSE; PROVIDING
A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL,
TEXAS:
SECTION 1. That the Coppell Thoroughfare Plan as heretofore adopted and codified
at Article 15 -9 of the Code of Ordinances of the City of Coppell, Texas, be, and the same
is hereby, amended to add Airline Drive with the roadway classification of C4U, and by
amending Figures D -7, D -9, and D -10 of the Coppell Thoroughfare Plan to change the
roadway classification of a portion of Southwestern Drive to C4D, and the alignment as
shown on Exhibit "A" attached hereto, and made a part hereof, for all purposes.
SECTION 2. That all ordinances and provisions of the Code of Ordinances of the
City of Coppell, Texas in conflict with the provisions of this ordinance be, and the same are
hereby, repealed, and all other provisions not in conflict with the provisions of this
ordinance shall remain in full force and effect.
SECTION 3. That should any word, phrase, paragraph, section or portion of this
ordinance, or of the Code of Ordinances, as amended hereby, be held to be void or
unconstitutional, the same shall not affect the validity of the remaining portions of said

ordinance or of the Code of Ordinances, as amended hereby, which shall remain in full
force and effect.
SECTION 4. That this ordinance shall become effective immediately from and after
its passage as the law and charter in such cases provide.
DULY PASSED by the City Council of the City of Coppell, Texas, this the
