I spoke with Dave Littleton at Halff Associates Yesterday. At this point we are waiting on the CISD owned fiber to be moved off the
poles on the south side of Southwestern. I won't bore you with the details, but I believe they will be ready to move in the next few
weeks.
As far as the documents go, I believe the plans can go the way they are. I also went over some issues with the bidding documents
with Dave. Specific concerns were as follows:
1. The payment of interest on contractor pay requests can not be reimbursed by the city. (Sec. 7.2 p. 5) Our typical documents
state that it is simply not chargeable.
2. The city will need copies of record drawings, both electronic and paper for both sections of the project. (sec. 1.6 p. 11)
3. The bridge shall be open to traffic for the duration of the contract. (sec. 3.10.4 p. 15)
4. The city will require a 2 year, 50% maintenance bond with the term commencing upon final acceptance of the project. This will
be for all public infrastructure. (sec. 4.2 p. 19)
5. Claims of additional time generally require the submission of a critical path schedule that shows the delay affects the critical path
of the project. (sec. 4.3.7 p. 21)
I think we should plan for this construction to begin on or after June 8, 2009. This is the Monday after school lets out for the year.
Thanks,
Keith

Ben
Sorry for the delay. Currently, most utilities are relocated or in the process, except for a school fiber optic on TXU poles. We are
working with the school vendor to obtain a timeline. Revised plans are in and both sections are at 95% complete. I've spent my

time trying to go through the AIA documents and match them up with COG standards to try to eliminate any conflicting information
and ensure that the final product meets our standards.
Keith is out for Spring Break this week, but I'll have him contact you next week to provide a more detailed status of the plans.
Sometimes, 95% plans have addressed all issues and the submitting engineer is waiting on the City to agree before they call them
100%.
Keith's update will also provide the latest on the utility relocates that I may not be aware of.

Ken,
It has been some time since we spoke last. I left more than two messages with Rhonda in your office as well as sent you emails.
I would like to think that no news is good news, however, a return phone call or some type of a response from the City of Coppell
would be greatly appreciated.
