GOAL(S): EXECUTIVE SUMMARY: The contract award will allow for the construction of Old Town, as well as portions of Coppell and Bethel Road, as part of the Old Town Improvement project. Staff will be available to answer any questions. FINANCIAL COMMENTS: Funds are available in the 2011 Street CIP account for this project. Marvin, P.E., Project Engineer DATE: September 13, 2011 RE: Consider approval of a contract award with JRJ Paving, LP in the amount of $4,645,190.39 for Bid #Q- 0811 -01 Old Town Coppell and Bethel Road Infrastructure Improvement Project ST 10 -02; as provided for in the CIP funds; and authorizing the City Manager to sign and execute necessary documents. On August 30, 2011 the City of Coppell received and opened two bids for the construction of the Old Town Coppell and Bethel Road infrastructure improvements. The two bids were $4,350,190.39 from JRJ Paving and $4,619,219.94 from McMahon Contracting. This project was designed by Freese & Nichols, Inc., and their engineer's estimate was $5,908,810.00. This project includes the utilities, drainage, paving, and portions of the landscape and irrigation for the construction of the Town Square within the Old Town Coppell area. This project also includes the reconstruction of the portion of Bethel Road from Freeport Parkway through the intersection of Mitchell /S. Coppell. This portion of the work includes drainage and utility improvements as well as removal of the asphalt paving and replacement with 28' wide concrete paving with curb and gutter. The Bethel Road portion also includes construction of sidewalks on both sides of the road for the length of the project, some on street parking and landscape and irrigation improvements from the Coppell Chamber of Commerce to Mitchell Street. While we would normally expect to receive more than two bids for a project of this size, the bids we received were from two reputable contractors in the area, and they were competitive with each other. The low bidder, JRJ Paving, has completed several projects for the city over the last few years. We are familiar with their work, and are confident that they are capable of completing the project. For this project we allowed the contractor to bid the number of days they expected the project to take. In the case of JRJ Paving, they bid 350 calendar days. This project was set up with a maximum potential bonus of $295,000, or approximately 6.5% of the low bid amount. The bonus is broken into several categories, all of which are based on incentives for early completion of certain milestones, and overall completion of the project. The city has used monetary incentives for the last several years in an effort to minimize the impact to our citizens and the traveling public during construction. We are including the maximum incentive amount in the award; however, the incentive will only be paid if it is earned under the terms of the contract. Portions of the project are the responsibility of the developer of the Old Town Coppell. Therefore, as the development moves forward, that developer will be reimbursing the City for his portion of the project cost. Staff recommends the award of the Old Town Coppell and Bethel Road infrastructure improvements, to M Paving, Inc. in the amount of $4,645,190.39, as budgeted in the Capital Improvement Fund with 350 calendar days. Based on their previous experience with the City of Coppell and references checked, JRJ Paving, LP appears to have a good record on this type of project. JRJ Paving, LP also appears to be in good financial standing. Based on this information, Freese and Nichols recommends that the City of Coppell award the construction contract for this project to JRJ Paving, LP in the amount of $4,645,190.39.
