Re: Heartz Road Evaluation of Sight Distance at
Sandy Lake Road Intersection
Dear Mr. Doyle:
We have reviewed the above referenced report submitted by Mr.
Jerry Parche, P.E. on April 12, 1989 and offer the following
comments.
Under existing conditions for Sandy Lake Road (Case 1 of the
t? report), both safe stopping sight distance and safe intersection
sight distance are not provided unless traffic is required to
stop on Heartz Road at the intersection of Sandy Lake Road. No
traffic signal could be installed at this intersection. The only
'~'~wo ways to alleviate this condition is to either raise the
proposed design grade of Heartz Road on the north side of the
? intersection and thus allow for a more gentle approach grade or
lower the Sandy Lake Road intersection at this time.
Raising Heartz Road on the north side of the intersection could
possibly create development problems for the adjacent properties
on both sides of Heartz Road due to additional fill being
required by the higher roadway elevation. Further, engineering
would be necessary to explore if this is the best alternative.
Under future conditions for Sandy Lake Road (Case 2 of the
~/report), both stopping and intersection sight distance appear to
be accommodated for. We disagree with the report addressing the
effects produced as a result of raising the proposed Heartz Road
p ..--approach grade. We also believe the last paragraph of the report
..... was intended to state "north" not "south" of Sandy Lake Road.
If the City does not object to the above described restrictions
on signalization at this intersection until Sandy Lake Road is
improved, then the street grades proposed appear to be acceptable
at this time. Please note that any traffic signal proposed at
~ this location would first have to meet the warrant criteria
outlined in the Texas Manual on Uniform Traffic Control Devices
which justifies any traffic signal installation. -' ....

At this time, we recommend further review of the "existing
condition scenario" to see what the pros and cons are to changing
the street grades. Please advise both the applicant and our
office on your decision on this matter.
