It does not have the detail that a contract scope would, but I thought you would like to have the responders fill in more details with their project approaches in the SOQ. We didn’t discuss construction phase services, but I have both general rep and resident rep in here. I know the City usually provides inspection, but, since I wasn’t sure, I thought it would be easier to take it out than add it. Obviously, these are suggestions, so feel free to modify as you see fit to meet the City’s needs. I talked with Steve Watters, who is an expert on 404 permitting issues, and he said that lowering the lake without any construction effort in waters of the US should not be jurisdictional, but that it would probably be wise to let the Corps know what you’re doing. He said that once lowered, any fill activity in the 22 feet should also be OK, but that reshaping the perimeter and putting in hard edges,… would be jurisdictional. I assume that will be the developer’s responsibilities rather than the City’s. You can see in the scope that it’s relatively vague on the issue depending on coordination with appropriate stakeholders. Let me know if you have any questions.   Thanks JLR   John L. Rutledge, P.E. In order to facilitate this, a consultant is needed to render the following professional services in connection with the project:  Preliminary Design of necessary improvements to the dam, including geotechnical field exploration  Identification and Coordination of any environmental permitting requirements that may be necessary  Assisting the City in coordinating with stakeholders in determining the final configuration of the improvements and schedule for development of the project.  Final design of the improvements, including coordination with TCEQ for dam safety.  Construction phase services for the improvements Phase I) Preliminary Designand Permitting - The first phase for the project will consist of working with the Owner to develop the overall proposed configuration and development schedule for the project, including: 1.Identify constraints and issues for the dam and lake that will be involved in the development of the project and the lowering of the pool level, both upstream and downstream from the dam. This will include coordinating with appropriate stakeholders in the project for their input. 2.Develop appropriate hydrologic and hydraulic models for the drainage area, the spillway, and the downstream channel. 3.Identify any environmental permitting requirements that may be necessary and coordinate the application(s) and pursuit of necessary permits. 4.Develop a preliminary configuration for modification of the dam and spillway to effect a 22 foot lowering of the reservoir, taking into account the identified constraints and issues from previous tasks. 5.Provide needed geotechnical field exploration of the dam and spillway area as appropriate for the proposed modifications. 6.Develop a recommended project development schedule for lowering the pool level and constructing the dam and spillway modifications. 7.Prepare a cost estimate of the proposed configuration, 8.Prepare a preliminary design report describing the findings and recommendations for this phase of the project. Phase II) Final Design - The final design phase will include the production of plans, specifications, and contract documents for bidding and construction of the recommended dam and spillway modifications and assistance with advertising, bidding and award. Phase III Construction PhaseServices - The services provided during the construction of the recommended structures designed during Phase II, Final Design, include both General Representation and Resident Representation. - General RepresentationAssist OWNER during construction in: 1.Conducting a pre-construction conference with the Contractor, 2.review construction submittals prepared by the Contractor 1.Maintain a project documentation system 2.Make visits appropriate to the stage of construction to the site to observe the progress and the quality of work and to attempt to determine in general if the work is proceeding in accordance with the Construction Contract Documents. 3.Coordinate the work of testing laboratories required for the testing or inspection of materials 4.Interpret the drawings and specifications for OWNER and Contractor 5.Conduct a final review of the Project for conformance with the design concept of the Project and general compliance with the Construction Contract Documents 6.Provide “Record Drawings" to OWNER. Resident Project Representation - Assist OWNER during construction by: 1. Furnishing the services of a Resident Project Representative to act as OWNER’s on-site representative during the Construction Phase. The Resident Project Representative will daily representation at the Project site during the Construction Process.
