ST9902-CN110101 CITY OF COPPELL West Sandy Lake Road Scope of Services Evaluation Below is a status of the additional services required to accommodate the use of federal funding received from the Texas Department of Transportation by the City of Coppell for a portion of the West Sandy Lake Road project. December 2007 Contract Modification • Additional meetings and correspondence with TxDOT representatives. ONGOING • Preparation of Design Summary Report and related follow -up correspondence. COMPLETE • Preparation of schematic per TxDOT standards and associated modifications. COMPLETE • Coordination with TxDOT's environmental assessment consultant. COMPLETE (excl. 4F) • Bridge design checklists and scour analysis. ONGOING • Preparation of pavement design report. COMPLETE • Additional standards sheets in plan set, including traffic control, bridge standards, signagelstriping, and details. ONGOING • Plan modifications per DSR/schematic reviews by TxDOT. ONGOING • Limited survey for updated boundary analysis, ROW assessments, and development. COMPLETE • Separation of plans, bid documents, and administrative efforts into two projects: Phase 2 TxDOT funded and Phase 3 City funded. ONGOING • Extension of time frame for all contractual elements through 2009. COMPLETE Below is a summary of the anticipated change in scope of services required for scenario indicated. A. 2011 Scope Modifications — Continue TxDOT Standards • Extension of time frame for all contractual elements through 2014. • Additional meetings and correspondence with TxDOT and City representatives. • Proceed with coordination, documentation, and alignments for environmental 4F permit. • Public hearing process for 4F permit. • Revise schematic to account for 4F permit alignment changes, if necessary. • ROW documents for additional ROW due to wider section and /or new alignment, if necessary. • Revise schematic to account to accommodate new bike lane requirements. • Plan modifications resulting from directed revisions listed above, such as alignment changes, bike lanes, bridge widening, and slope /retaining wall changes. B. 2011 Scope Modifications — Revert to City Standards • Extension of time frame for all contractual elements through 2012. • Additional meetings and correspondence with City representatives. • Plan modifications to reflect City standards, such as: sheet setup, standard sections, standard details, bridge railing design /details. • Modification of project setup to combine into one project bidding set. Below is the anticipated additional design fees required for scenario indicated. A. 2011 Fee Modifications — Continue TxDOT Standards • TNP $ 120,000 • Plus TxDOT envioronmental consultant fees • Plus TxDOT staff charged fees B. 2011 Fee Modifications — Revert to City Standards • TNP $ 70,000 • Plus repayment of expended TxDOT charges and fees Below is the approximate anticipated construction cost associated with the scenario indicated.
