I talked it over with Gary and he did not seem to have a problem with half of the building being used for medical office and half being used for a residence.  I'll check with Engineering to see if they'll allow you to install on-street parking in this location and I'll check with Building Inspections to see what they classify the current user as.  They'll also know about Building Code Requirements.
