Dear Mr. Doyle:
The purpose of this letter is to provide you with the current
status of the project, both from an engineering and funding
perspective. Since the final engineering plans for this project
were transmitted Monday, October 17, 1988, under your signature
you are aware of the completion of the design portion of the
project.
As discussed in our meeting with Bud Beene, P.E. of Dallas County
Public Works, on Monday, October 10, 1988, the County intends to
include both the City of Coppell's plans and the County's plans
for the portion of Belt Line Road from the West Overflow Swale
east to 1-35 in one construction project. Dallas County Road and
Bridge District No. 1 will begin the earthwork for this project
as soon as they can mobilize their men and equipment, while the
remaining portions of the work will be advertised for bidding
during December of this year. Bids should be received in January
or early February of 1989. Construction should begin in March of
1989 and will have a duration of approximately two years.
The majority of funding for the City of Coppell's portion of the
project will be provided through the 1985 Dallas County Bond
Program. This program provided $4.25 Million for the improvement
of Belt Line Road and Denton Tap Road in Coppell, with the
exception of Belt Line Road from 1-635 to Denton Tap, which was
funded under another program. To date, $2.6 Million has been
dedicated to the Denton Tap Road Improvements Projects, leaving a
balance of $1.65 Million. Our preliminary cost estimate for the
Belt Line Road Improvements from MacArthur Blvd. to the West
Overflow Swale of the Elm Fork is $1.9 Million. Part of the
Dallas County 1985 Bond Funds for the City of Coppell's portion
of Belt Line Road will be applied by Dallas County to the bridge
at the West Overflow Swale. It is estimated by Dallas County
that the cost of this bridge will be approximately $ 600,000.
While it appears from the above that there will be a deficit in
funding of approximately $850,000, it must be considered that in
combination with the larger portion of the County's project, and
the cost savings associated with use of the Road and Bridge
District's personnel and equipment for the earthwork, the final
cost may be somewhat lower.

The remaining two segments of Belt Line Road, Denton Tap Road to
Moore Road; and Moore Road to Macarthur Blvd. are estimated to
cost $ 2.0 Million and $ 3.4 Million respectively, as per our
attached copy of our letter of December 2, 1987. Currently there
is no engineering activity on the Denton Tap Road to Moore Road
segment. The Moore Road to MacArthur Blvd. segment is covered by
an agreement between the City and Crow-Billingsley, and the
engineering is currently on hold pending settlement of boundary
and funding matters between the city of Dallas and the City of
Coppell.
