Subject:Freese & Nichols contract Old Town Improvements
Clay
We've received the proposed contract from F&N to design the public improvements in Old Town.
There is still confusion on utilities, specifically service lines to the various buildings, restaurants and
homes. Regardless of where the main utility lines are located, they will be under pavement. This will
cause the street and/or the on-street parking to be cut to make service line taps. It's our opinion that the
tap locations should be finalized and constructed with the public improvements (not sure who should
pay the cost). However, this is not part of the contract that F&N sent over. We can take the contract to
Council on 2/9/2010, but there will more than likely be a required amendment to it to address the utility
questions.
Let me know if we should hold off to hammer out all the details over the next two weeks or should we
take it to Council on the 9th and work on an amendment at a later date.
Sorry for the late email. If you don't have a problem with it, I would recommend that we proceed and
work on a contract amendment at a later date. This will at least get the project moving forward.
