Box 478 Coppell, TX 75019 Re: Speed Letter Dated 10/2/88 regarding Belt Line Road (CIP) - Dairy Queen 1988 Dear Russell: We have reviewed the above referenced subject as a result of the inquiry made to you from a Mr. Hopkins. We are correct in stating, as we have previously, that the owner of record was fully informed prior to construction ever starting, via the property owners meeting and numerous meetings with myself, Wayne Ginn, Mr. Alan Ratliff, and the City Council. The subject, in general, was always the same, that being the Dairy Queen's desire to have a median opening for their drive immediately north of the Belt Line/Denton Tap intersection. That request was never granted due to public safety. In reviewing your inquiry into this matter further with the City of Coppell Tax Department yesterday, I believe I can clarify some of the confusion. With all due respect to Mr. Hopkins, his name does not appear as the owner of record for the subject tract per the City of Coppell Tax Department. The owner of record is Dairy Queen Stores, Inc., P.O. Box 540817, Dallas, TX 75354. Per Debbie Birdsall, the City gets their ownership information from the Dallas County Appraisal District (DCAD) and they get their information from Dallas County Deed Records (DCDR). Our normal process on a CIP project is to go to the City's tax records and pull the names and addresses of all property owners of record from the tax roll so that the appropriate people can be notified for a property owners meeting to discuss a project. We also, for surveying purposes, research the deed records at Dallas County for property metes and bounds descriptions, etc. to help establish the existing right-of-way. 17103 Preston Road · Suite 100 · LB 118 · Dallas, Texas 75248 · Phone 214/248-4900 As a result of the efforts in this particular case, Mr. Jim Neese of Dairy Queen Investments and Mr. Marshal Dozier, operator of the Dairy Queen, were contacted and fully informed from the outset. We have had, throughout the duration of this project, a good working relationship with these individuals. They have cooperated with us during the construction period and provided helpful input as to how their specific needs could be accommodated (ie., driveway location in relation to the drive thru, etc.).
