Inc., oon~ultant to FEHA, on Novemher 8, 19~2, together with attachsmntl
thereto, (the 'Preliminary Approval l~tteP) eopias of which have been
supplied to your office. & ~ of the covmr trensmittsi letter of the
Preliminary Approval l~tter is attached hereto.
As we have explained to Vuu, the Preliminary ~roval I~tter wes issued by
Ft~ on the entire Parks of Colwell pro~ect, both east and west of Dmmton
Ta~ Road. Based upon the P~liminary i~W~val l~ttsr, the m~c~ity o~ tim
flood frinoe l~nd in the l~rks of ColWell which lias ~ o~ Dmmlx~ Tatm
has been filled and reclaimed over the last 4 1/2 years in om~l~c~ wit~
the Preliminary ~al I~ttsr and, un S~pte~ber ~4, 19~?, ~ issued
its ~etter of ~p A~ndment removing the reclais~d areas trom the flood
plain (c~er letter enclosed), thus z~xxpmizino the completion of work
cont~ai~lated by the Preliminary Ar4uroval l~tter. As to tlmoee parts of
PCJV land which have not y~t been reclaimsd which lie west of Ommtou Tap,
the floodwe¥ boundaries approved in the Preliminary ~Wu~val l~tter and
accc~anyino Floodway t4a~ are identical to the flood~py bound~ias sho~
