North Central Texas Council of Goverr~nents
1. Minutes (Action): The minutes of the May 3, 1988 meeting are included as
Item 1. Approval of the minutes is requested.
2. Proposed S.H. 161/S.H. 190 Connector (Action): Mr. David Dean will appear
before the RTC as a representative of a group promoting development of a
freeway connecting S.H. 161 and S.H. 190 in north~stern Dallas County.
RTC endorsement of the proposed facility will be requested. Additional
information is provided in Item 2 of this package.
3. Texas Good Roads Amendment (Action): Numerous groups are supporting the
constitutional amendment that will be on the November ballot to guarantee
use of federal highway funds for roads in Texas. One of these groups has
requested expressions of support of the ~endment from bodies such as the
RTC. Item 3 provides additional information and a possible resolution for
consideration. Gordon Shunk will brief the RTC on this matter.
4. 1987-88 unified Planning Work Program Revision (Action): DART has
requested an amendment to the current UPWP to provide for a feasibility
study of passenger service on the RAILTRAN line. Item 4 provides
additional information, and Mike York from DART will present this request.
5. 1989 Transportation Improvement Program (Information): Don Walden of the
SDHPT will present the Highway Section, and Gordon Shunk will present the
Transit Section of the 1989 Transportation Improvement Program. Draft
copies of each section will be distributed at the meeting. Additional
infozmation is provided in Item 5. RTC approval will be requested in July.
6. 1988-89 Unified Planning Work Program (Information): Michael Morris will
discuss the proposed projects contained in the 1988-89 unified Planning
Work Program. Item 6 contains additional information on this it~n.
Approval of the UPWP will be requested in July.
7. Creation of the Travel D~nand Modification Task Force (Information): The
RTC endorsed the transportation control measures contained in the
"corrective" State Implementation Plan on November 3, 1987. Michael Morris
will review progress on the implementation of these control measures and
discuss the role of a recently initiated Task Force to oversee ~his
activity. Item 7 contains additional information.
8. Other Business (Old or New): This item provides an opportunity for members
to bring items of interest before the group.
9. Procuress Beports: Progress Reports are provided as It~n 9 on the following
activities; there will be no presentation on this item unless it is
requested:
· Regional Thoroughfare Plan
· Mid-Cities Subarea Study Transit Analysis
· Greater Dallas Mobility Plan
· Transit Ridership Forecasts for DART
10. Next Meeting: The next meeting of the Council is scheduled for Friday,
July 8, 1988, at 9 a.m. in the Executive Board Room of the North Central
Texas Council of Goverr~nents. The meetin~ date has been changed to
acco~m~odate the July 4 holiday.
