Dear Mr. Ratliff:
The Belt Line Road South project is now complete. The Contractor
has completed all of the punch list items. At this time, it is
our recommendation that the City release the final retainage in
the amount of $55,604.13.
We believe that with professional maintenance performed by the
City, this landscape will continue to mature and improve in
appearance. The City now has a quality project of which it can
be proud.
If you need any additional information, please advise.

Dear Mr. Ratliff:
The release of $250,000 of retainage at this time is in
accordance with the provisions of the contract. We feel it is
now due the Contractor.
The retainage of $55,604.13 is more than enough to complete the
punch list items and complete the landscape deficiencies.
The tentative schedule for completion, weather permitting, is as
follows.
The Contractor will complete the punch list items this week.
They will mow this Labor Day weekend. They will spray weed
killer again the first of next week. They would then like to
turn the landscape over to the City for maintenance.
I have discussed this with Steve Goram and he and I will review
the project next week to see if this is acceptable.
We believe that the landscape portion of the project will
continue to improve in appearance with age and proper maintenance,
by the City.

Final Application for Payment
Dear Mr. Trando:
Enclosed are 4 copies of the Final Payment Request (No. 26) for
the above referenced project.
Our office has reviewed this request and concur that the final
contract amount is $5,650,587.94 as shown.
It is our recommendation that $250,000 of retainage be released
at this time and that the City hold $55,604.13 until the Final
Punch List items are corrected and the City accepts the project.
Enclosed also are the Final Close-Out Documents which include
Consent of Surety, Waiver of Lien certifying that all labor and
materials are paid for, and various correspondence. Under
separate cover we are transmitting final sets of record drawings
to the Department of Public Works.
We will advise your office when the project is ready for
acceptance and when to release the final retainage.

City Council Meeting
Items 15, 16 and 18 on the agenda w~ll be considered by the
Council following Item No. 8 es there ars citizens present to

The Carrollton landfill is schsdulsd to be on the City Co.sci1
Agenda for the August 15, 1989 City Council ~eetin~ in
Carrollton. Mayor Wolfe urged Council ms~bers tn contsct
their counterparts in Carrollton to exprsss their visws un

Mayor Wolfe held a meetinS with the Northlake Woodlands East
homeowner families. Of the filthy-seven ($7) families conCoct-
ed, fifty-one (51) stranded the msstin~. Considerable dis-
cussion was held concernin~ drsina~e and drsinags problem~.
Citizens present request a study be conducted to determine
needs in the City. Hayer Wolfe informed Council that he has
directed the City Manager to place an its- on the August 8,
1989, for Council to decide on this study smd the method of
funding.

Mayor Wolfe indicated that he has received commnts from

wes deteruined that the draft copy of tbs budaet, that is
required to be filed with the City Secret~ry on Auaust 5th of
each year, would be distributed to all City Council members.

provide snarers that required further review.
Councilman Cowumn requested that Council consider contacting
the Ministerial Association for a minister to be present at
each Council stating to provide the invocation. This foruot

Planning and Zoning Coordinator Taryon Bo~an ~ade the presentation to
the Council and stated that the applicant is requesting a variance to
alloy a waiver of the alley requirements along the creekside lots. The
Planning and Zoning Con~nission has recomended approval of this plat
with the stipulation that a resolution be found on the Bethel School
Road construction problems, that the floodway easement for lots 9
through 13 of block A be sho~n and that a variance be granted for no
alley behind block A. Following discussion by the Council, Council~an
Morton moved that the preliminary plat be approved ~lth the stipulations
as indicated by the Planning and Zoning Commission. Councilman
Smothermon seconded the motion; motion carried 7-0 with Nayor Pro Tem
Wilkerson, Councilmen Thomas, Morton, Smothermon, Co.man, Robertson and
Nelson voting in favor of the motion.
Item 12:
Consideration of a final plat & an escrow agreement for Shadow
R~dge Estates Addition, 4th Increment, located at the
Northwest corner of Plantation and Bethel School Road at the
request of Centex Real Estate Corporation and authorizing the
Hayor to sign.

Planning and Zoning Coordinator Taryon Bowman made the presentation to
the Council. Following the presentation and discussion by the Council,
Councilman Morton moved that the final plat and escrow agreement be
approved with the Mayor authorized to execute the escrow agreement.
Councilman SHothermon seconded the motion; motion carried 7-0 with Mayor
Pro Tem Wilkerson, Councilmen Thomas, Morton, Smothermon,
Robertson and Nelson voting in favor of the motion.
Item 13: Briefing and discussion on C.I.P. Project Beltline Road
(South) by Wayne Ginn, Consulting Engineer.
City Engineer Russell Doyle and Consulting Engineer John Earleruher, on
behalf of Ginn, Inc., made the presentation to the Council.
Additionally, Linda Smith, Landscape Architect with Ginn, Inc. discussed
this item vith the Council. No action was required.
Item 14:
Discussion and consideration of entering into an interlocal
agreement to establish the Dallas Regional Nobility Coalition
(DRHC) and appropriating funds in the amount of $1,535.00 for
the City of Coppell's participation beginninE January 1, 1990
and authorizing execution of agreement.
Civil Engineer Shohre Danesbm~ud made the presentation to Councils
Dallas County Judge Lee Jackson was also present to discuss this ite~.
Following discussion, Mayor Pro Te~ Wilkerson moved that the City enter
into an Interlocal Agreement and appropriate funds in the mt of
$1,535.00 for the City of Coppell'e participation beginning January 1,
1990 authorizing execution of the agreement. Council~an Thomas seconded
the motion; motion carried 7-0 with Nayor Pro Tem Wilkerson, Councilmen
Thomas, Morton, Smother~n, Co~an, Robertson and Nelson voting tn favor
of the motion.
