Topics included but were not limited to retainage~ landscap~n~ replacement, mulching, pretreatment for weeds, johnson grass, and also Status of bidding for landscaping on the Denton Tap Road projects. Additionally, it'was requested that a status report be provided every two (2) weeks for the duration of the project. Attached is a summ~ry memo from Ginn,' Inc., the Project Engineers for the projects. Ginn Inc. will be at this Council Meeting for any further ques- tions and discussions. BUDGET AMT.: AMT. Dear Mr. Doyle: Pursuant to our telephone conversation on July 26, 1989, we have prepared and are transmitting herewith a Status Report for the Belt Line Road (South) project. Sincerely, John C. Date: July 31, 1989 Subject: Belt Line Road Improvements from I.H. 635 North to the Belt Line Road/Denton Tap Road Intersection The project is complete with the exception of one minor punch list item on the roadway and a final walk through inspection on the landscape and irrigation portion of the project (Change Order #6). The final walk-through inspection of the project will be accomplished on August 1, 1989. At present there are fourteen (14) trees which appear to be dead. Approximately 80% of the median hydromulch seeding has become viable. These items, as well as other items addressed in the August 1, 1989 final walk through will be handled appropriately. We have received and are reviewing the Contractor's draft of his final application for payment. After the results of the abovementioned final walk through we will complete our final tabulation of quantities and arrive at a final Contract Amount with the Contractor. According to the latest figures the City of Coppell is currently holding approximately $267,250 in retainage under the Contract. Prior to forwarding the Contractor's application for Final Payment to the City of Coppell for approval and payment, we will require the Contractor to complete his close-out procedures which are in progress and include such things as completion of "As- Built" Drawings, releases of liens from sub-contractors, suppliers and etc., and settlement of all damage claims to the satisfaction of the City of Coppell. It is possible that the Contractor's application for Final Payment may be forwarded to the City for consideration at the August 22, 1989 City Council meeting if the project is ready for acceptance at that time. If not, it could possibly be the first of September before it could be considered for acceptance. Please be assured that as we work through this final close out we will be striving to assure that the final landscape meets the City's expectations. On Sunday, July 30, we observed that the planting beds have been cleaned up, the crepe myrtles are in bloom, the trees are doing well and the grass has begun to fill in nicely. Based on our observations we have no doubt that as this landscape matures it will fulfill the requirements of the City of Coppell. Please call if you have any questions. -D. Items 15, 16 and 18 on the agenda will be considered by the Council following Item No. 8 as there are citizens present to discuss those items with the Council. Item 5: The Carrollton landfill is scheduled to be on the City Council Agenda for the August 15, 1989 City Council meeting in Carrollton. Mayor Wolfe urged Council members to contact their counterparts in Carrollton to express their views on this item. Mayor Wolfe held a meeting with the Northlake Woodlands East 'homeowner f-milles. Of the fifty-seven (57) families contact- ed, fifty-one (51) attended the meeting. Considerable dis- cussion was held concerning drainage and drainage problems. Citizens present request a study be conducted to determine needs in the City. Hayor Wolfe informed Council that he has directed the City Hanager to place an item on the August 8, 1989, for Council to decide on this study and the method of funding. Hayor Wolfe indicated that due to conversations with several Council members the starting time of the Council vas being considered to be changed. He required the consensus of the Council, that beginning with the first meeting in August, 1989, the starting time for the Executive Sessions begin at 6:30 p.m. with the regular sessions beginning at 7:00 p.m. It was the consensus of the Council that the times for the City Council meeting be changed as stated previously. Mayor Wolfe indicated that he has received comments from several Council members that the entire Council be a part of the budget sessions that have previously been conducted with the Finance Committee. Following discussion on this item, it was determined that the draft copy of the budget, that is required to be filed with the City Secretary on August 5th of each year, would be distributed to all City Council members. Council in turn would submit questions back to the City Manager's Department by the end of the following week. This in turn would allow staff a week to review questions and provide answers that required further review. Councilmen Co~nnan requested that Council consider contacting the Ministerial Association for a minister to be present at each Council meeting to provide the invocation. This format has been used in several other cities which Councilman Cow~an has attended in business related work with GTE. Mayor Wolfe indicated that he would contact the Ministerial Association for their input on this request. Councilman Thomas requested a status report on the landscaping and release of retainage on Beltline Road south. It was determined that this report would be placed as a regular item on the City Council agenda until this project is completed. Councilman Thomas also requested a copy of the monthly report from the Consulting Engineers Ginn, Inc. and questioned if this report is one that is received monthly. Councilman Morton requested information on the Beltline Road south project as to the median areas being pre-treated with herbicide, both where the pine bark ~ulch has been used as well as in the areas that were hydromulched.
