AN ORDINANCE OF THE CITY OF COPPELL, ESTABLISHING A 30 MILES PER HOUR SPEED LIMIT PORTIONS OF EAST/WEST BELTLINE ROAD FROM THE RIGHT-OF-WAY LINE OF MACARTHUR BOULEVARD TO THE COPPELL CITY LIMITS; AND PROVIDING A PENALTY AND AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE COPPELL, TEXAS: TEXAS, FOR THE EASTERLY EASTERLY DECLARING CITY OF SECTION 1. That it shall be unlawful for any person to operate or drive a vehicle at a speed greater than 30 miles per hour, such speed shall be the prima facie maximum speed limit, and any speed in excess thereof shall be prima facie evidence that such speed is not reasonable or prudent and that it is unlawful on the following street: East/West Beltline Road from the easterly right-of-way line of MacArthur Boulevard to the easterly CoDDell city limits. SECTION 2. REPEALING CLAUSE Any part of any ordinance ordinance is hereby repealed. inconsistent with this SECTION 3. PENALTY CLAUSE Any person, firm or corporation violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor and, upon conviction, shall be punished by a penalty of fine not to exceed the sum of Five Hundred Dollars ($500.00) for each offense, and each and every day such offense is continued shall constitute a new and separate offense. SECTION 5. EFFECTIVE DATE This ordinance shall take effect immediately from and after the publication of its caption, as the law in such cases provides. This is a temporary speed limit of 30 miles per hour due to the construction along the said East/West Beltline Road. Box' 478 Coppeil, Texas P.E 75019 Re: Belt Line Road Projects 490-402 and 403 (MacArthur Boulevard to I.H. 35E) Dear Mr. Doyle: As discussed with you previously, the traffic along Belt Line Road is t£ave±iing at a high rate of speed. With construction equipment and haul trucks working in close proximity to the roadway, it is not safe having a speed limit of 50 MPH on Belt Line Road within the project units. Construction speed signs of 20 M.P.H. were posted along the project in hopes that the traffic would slow down. There has not been any appreciable difference in the traffic speed along Belt Line Road in Coppell. The City of Carrollton has officially reduced the speed limit in the their section of Belt Line Road to 30 M.P.H. and have begum patrolling the area to help control the speeding in this area. We request the speed limit on Belt Line Road from MacArthur Boulevard to the Coppeil East City Limits be temporarily reduced to 30 M.P.H. du£ing the construction of the project.
