Ratliff, City Manager Ordinance Establishing Speed Limits During Construction for CIP's Beltline Road E/W and Denton Tap Road Attached is documentation that the City of Carrollton has established by Ordinance, 30 MPH speed limit for their portion of Beltline Road from Elm Fork Easterly. It is staff's recommendation that we do likewise for our portion of the Project. Attached is the necessary Ordinance for taking this action. Taking this action provides continuity of speed enforcement throughout the Project from MacArthur Blvd. easterly and since the Project will last longer than one and a half years, it is advisable to take this action. The Ordinance also includes the two current projects on Denton Tap Road. That is, from the intersection of Beltline E/W and Beltline N/S to the northerly most terminus at Denton Creek. Previously, we have enforced speed control using the warning signs only. Adopting this Ordinance will maintain enforcement. As you know, the contract for Beltline E/W from MacArthur to Josey Lane was awarded to Austin Paving Company on March 6, 1989 and is scheduled to be completed by October, 1990. Being concerned with the safety of the traveling public, our citizens, and the workmen on the project, we are requesting that the existing speed limit be lowered to 30 MPH along the construction project limits for the entire duration of the contract time. Dear Mr. Doyle: We have no objections to including the subject projects in an ordinance which would set 30 MPH as a speed limit within the construction project limits. If a resolution and ordinance to this effect are approved by the city Council please provide us a copy for the Contractor and one for our project files. Please call me if you have any questions. Engineering DATE: March 30, 1989 TO: Mike Eastland, City Manager FROM: Pat Canuteson, City Engineer SUBJECT: Belt Line Road Paving and Drainage Improvements I35E to McArthur Blvd. COMMENTS: The above referenced project is a Dallas County Public Works project which consists of improving Belt Line Road from the existing two lane asphalt roadway to a six-lane divided concrete thoroughfare. The contract was awarded to Austin Paving Company on March 6, 1989 and should be completed by October 1990. Being concerned with the safety of the traveling public, our citizens, and the workmen on the project, we are requesting that the existing speed limit (which varies from forty miles per hour to fifty miles per hour) be lowered to thirty miles per hour along the construction project limits for the entire duration of the contract time. The Director of Transportation has the authority under the Traffic Chapter Section 20-18 to temporarily reduce the speed limit in a construction zone for ninety days. Due to the estimated two (2) year construction period, this speed limit is being brought for City Council approval. DESIRED ACTION: Approve the attached ordinance that reduces the existing speed limit along west Belt Line Road from North/South I35E to the west City Limit line to thirty miles per hour during construction of this project. AN ORDINANCE ESTABLISHING A 30 MILES pER HOUR SPEED LIMIT FOR PORTIONS OF WEST BELT LINE ROAD; AND PROVIDING A PENALTY AND EFFECTIVE DATE. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF CARROLLTON, TEXAS: Section 1 That it shall be unlawful for any person to operate or drive a vehicle at a speed greater than 30 miles per hour, such speed shall be the prima facie maximum speed limit, and any speed in excess thereof shall be prima facie evidence that such speed is not reasonable or prudent and that it is unlawful on the following street: West Belt Line Road from North/south Interstate Highway 35E to the West City Limit line. Section 2 ?enaltv Clause. That violation of this ordinance shall be a misdemeanor punishable in accordance with Section 1-5 of the Code of Ordinances, City of Carrollton, Texas. Section 3 That this ordinance shall take effect immediately from and after its adoption and publication as required by law. This is a temporary speed limit of 30 miles per hour due the construction along the said West Belt Line Road. PASSED AND APPROVED ON THE DAY OF APRIL, 1989.
