It is my understanding that this proposal is not shown on the Mobility 2000 Map, since the affected local governments supported a westerly connection of S.H. 190 to S.H. 121, at one time. - I have reviewed several resolutions from cities such as Carrollton, Lewisville and Farmers Branch, which basically indicate they are in favor of such an outer loop connection around Dallas County. - Attached to the correspondence from Mr. Kincade, with Winstead McGuire-Sechrist and Minick, dated June 24, 1988, you will find copies of a typical resolution for the City of Coppell, and a fact sheet on this project. It is my understanding from this letter that other c~ties and entities, such as Garland, Richardson, Farmers Branch/Carrollton Flood Control District, and The DFW International Airport Board are also on record as supporting this project. - Attached please find a copy of a letter from the Texas Turn- pike Authority (TTA), dated June 6, 1988, to Mr. Dearn which indicates that TTA supports the project as long as there is a provision made for a future southern connection point with the proposed "Elm Fork Toll Road". Please note that we provide our support to TTA with their request. - I have informed Mr. Griffin, Deputy Director with TTA, of the upcoming Council meeting on July 12, 1988, to answer any questions concerning the "Elm Fork Route". Mr. Griffin has indicated that he plans to attend that July 12 City Council meeting. - After a detailed review of all resolutions that have been provided to me, I have prepared a resolution for the City of Coppell, to be considered by the City Council for adoption. Please note that on July 15, 1988, the Highway and Public Transportation Commission will be asked to consider approval of the 161/190 connector freeway. Mr. Mike Tucker A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS SUPPORTING AN EXTENSION CONNECTING STATE HIGHWAY 161 AND STATE HIGHWAY 190 WHEREAS, the City of Coppell, Texas, is anticipated to experience growth in population, land use and employment; and WHEREAS, this growth will greatly increase the demand on both the primary and secondary road systems; and WHEREAS, State Highway 161 is a planned north/south thoroughfare in western Dallas County which will end at Interstate Highway 635; and WHEREAS, State Highway 190 is a planned east/west thoroughfare in Dallas, Collin and Denton Counties which will end at Interstate Highway 35E; and WHEREAS, a need exists for a connecting freeway between the State Highway 161-Interstate 635 intersection and the State Highway 190-Interstate 35E intersection; and WHEREAS, the proposed connecting freeway will interchange with Interstate Highway 635 and Interstate Highway 35E enhancing mobility for Coppell residents and the travelling public in general; and WHEREAS, the connecting freeway will serve regional transportation needs; and WHEREAS, the City of Coppell is supportive of the proposed connector freeway. At the request of Mike Tucker of Prentiss Properties, David Dean and I are conferring with other interested parties and officials to brief them on the proposed freeway. Thus far, the connector freeway has met with strong support and we expect the positive reception to continue. An area delegation is scheduled to appear beforo thC July 15, 1988 Highway and Pub~i~ 'transportation Commiqsion to request that the Commission adopt and approv~ ~h¢ ]~1/190 freeway connection. The proposed route is approximately 5.1 miles and will serve to alleviate traffic congestion on IH-35E as well as serve the regional traffic needs of Dallas, Collin and Denton Counties. Additionally, the proposed connection will serve as a vital link to an "outer loop" which would be formed by SH-190 and SH-!61. The estimated construction costs for this facility is approximately $109,000,000. An "SH-190/SH-161 Development Status" map and a proposed freeway alignment are enclosed for your reference. The support of the City of Coppell for thi~ project is solicited and is indeed crucial. At 'the Highway Commission mee~ng on July 15, the delegation hopes to demonstrate that this project has regional approval. The Cities of Carrollton, Farmers Branch, Lewisville, Garland, and Richardson, and the Farmers Branch-Carrollton Flood Control District have already passed resolutions in support of this project. The Dallas-Fort Worth International Airport Board and the Regional Transportation Council of the North Texas Council of Governments are also on Hon. The Regional Transportation Council endorses, in concept, the proposed connector between S.H. 161 and S.H. 190 in Dallas County, without designating a higher priority for this facility in relation to any other needed facility in this region. Section 2. The consideration of the proposed connector facility is not to cause any delay whatsoever in the construction of S.H. 16~ or any other presently programmed project( s ). Section 3. The proposed connector facility should be considered among other/alternative improvements evaluated in the impending update of the Regional Transportation Plan for North Central Texas. Section 4. WHEREAS, State Highway 190 is a planned east-west thoroughfare in southeast Dallas County, northeast Dallas County, southwest Collin County, southeast Denton County, and northwest Dallas County; and WHEREAS, construction of State Highway 190 between State Highway 78 and U.S. 75 is scheduled to commence in 1988, construction between U.S. 75 and the North Dallas Tollway is scheduled to commence in 1991, and construction in Denton County and northwest Dallas County is on the State Department of Highways and Public Transportation's (SDH&PT) five-year development plan; and WHEREAS, State Highway 161 is a planned north-south thoroughfare in western Dallas County; and WHEREAS, construction of State Highway 161 between IH-635 and State Highway 183 is scheduled for contract letting in 1990 and the portion of State Highway 161 between State Highway 183 and IH-20 is on the SDH&PT's five-year development plan; and WHEREAS, a need exists for a "connector freeway" between the intersection of State Highway 161 and IH-635 and the intersection of State Highway 190 and IH-35E; and WHEREAS, the connector freeway will be approximately four miles in length and will be included on the State Highway System; and WHEREAS, a connector freeway between State Highway 161 and State Highway 190 is the desire of state, county and municipal governments and private business and real estate interests; and WHEREAS, the connector freeway will interchange with IH-35E and IH-635, thereby enhancing mobility for Lewisville residents and the general public; and WHEREAS, a connector freeway will serve as a major source of relief for traffic congestion on IH-35E to the benefit of Lewisvllle residents and the general public; and WHEREAS, private landowners along the proposed route support the connector freeway concept and will contribute right-of-way for the freeway; and WHEREAS, the connector freeway will spur economic growth and development; and WHEREAS, the proposed connector freeway can be constructed for a competitive cost per vehicle mile.
