RE: Proposed S.H. 161/190 Connector Freeway - Resolution
As per your request, I have reviewed and researched the above referenced
subject, and would like to provide you with the following comments per
my findings:
- On June 7, 1988, the Regional Transportation Council, NCTCOG,
after a lengthy discussion, adopted a resolution in support of
said connector freeway. It is my understanding that this
proposal is not shown on the Mobility 2000 Map, since the
affected local governments supported a westerly connection of
S.H. 190 to S.H. 121, at one time.
- I have reviewed several resolutions from cities such as
Carrollton, Lewisville and Farmers Branch, which basically
indicate they are in favor of such an outer loop connection
around Dallas County.
- Attached to the correspondence from Mr. Kincade, with Winstead
McGuire-Sechrist and Minick, dated June 24, 1988, you will
find copies of a typical resolution for the City of Coppell,
and a fact sheet on this project. It is my understanding from
this letter that other c~ties and entities, such as Garland,
Richardson, Farmers Branch/Carrollton Flood Control District,
and The DFW International Airport Board are also on record as
supporting this project.
- Attached please find a copy of a letter from the Texas Turn-
pike Authority (TTA), dated June 6, 1988, to Mr. Dearn which
indicates that TTA supports the project as long as there is a
provision made for a future southern connection point with the
proposed "Elm Fork Toll Road". Please note that we provide
our support to TTA with their request.
- I have informed Mr. Griffin, Deputy Director with TTA, of the
upcoming Council meeting on July 12, 1988, to answer any
questions concerning the "Elm Fork Route". Mr. Griffin has
indicated that he plans to attend that July 12 City Council
meeting.
- After a detailed review of all resolutions that have been
provided to me, I have prepared a resolution for the City of
Coppell, to be considered by the City Council for adoption.
Please note that on July 15, 1988, the Highway and Public
Transportation Commission will be asked to consider approval
of the 161/190 connector freeway.
Staff has reviewed the subject and recommends the endorsement and
adoption of this resolution.

Thank you for your invitation to make a brief presentation
on the SH-161/SH-190 freeway connection and to respond to
questions and concerns of the Coppell City Council. David Dean
has asked me to relay that both he and I will be present on
July 12 for the City Council meeting and that he looks forward to
discussing this important project with you.
As you requested, a proposed resolution is enclosed. Please
make any changes that are necessary as no pride of authorship is
attached. Additionally, a "fact sheet" is enclosed which sets
forth major points and considerations of the proposed
SH-161/SH-190 freeway connection. A copy of correspondence from
Bob Neeley, Executive Director of the Texas Turnpike Authority,
is also enclosed for your reference. As indicated in the
correspondence, the Texas Turnpike Authority supports the
proposed freeway connection in that the connection will serve the
long-term objectives of the Turnpike Authority and will not
preclude a southern extension into the Dallas Central Business
District.
If I may be of any assistance to you, the City Council, or
your staff, please do not hesitate to contact me. David and I
look forward to seeing you at the Council presentation. If you
desire, I am available to meet with you and members of your staff
between now and the 12th to discuss this project in greater
detail.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS
SUPPORTING AN EXTENSION CONNECTING STATE HIGHWAY 161
AND STATE HIGHWAY 190
WHEREAS, the City of Coppell, Texas, is anticipated to
experience growth in population, land use and employment; and
WHEREAS, this growth will greatly increase the demand on
both the primary and secondary road systems; and
WHEREAS, State Highway 161 is a planned north/south
thoroughfare in western Dallas County which will end at
Interstate Highway 635; and
WHEREAS, State Highway 190 is a planned east/west
thoroughfare in Dallas, Collin and Denton Counties which will end
at Interstate Highway 35E; and
WHEREAS, a need exists for a connecting freeway between the
State Highway 161-Interstate 635 intersection and the State
Highway 190-Interstate 35E intersection; and
WHEREAS, the proposed connecting freeway will interchange
with Interstate Highway 635 and Interstate Highway 35E enhancing
mobility for Coppell residents and the travelling public in
general; and
WHEREAS, the connecting freeway will serve regional
transportation needs; and
WHEREAS, the City of Coppell is supportive of the proposed
connector freeway.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF COPPELL, TEXAS:
Section 1: That the City of Coppell hereby supports the
construction of a freeway connection between State Highway 161
and State Highway 190 and requests the Highway and Public
Transportation Commission to approve the proposed connection at
its July, 1988 public hearing.
Section 2: That the City of Coppell requests the Highway
and Public Transportation Commission to allocate necessary funds
for the State Department of Highways and Public Transportation to
conduct the necessary feasibility study.
Section 3: That the design of the proposed freeway will not
preclude a southern connection.
Section 4: That this Resolution shall take effect
immediately from and after its passage.

continues to concern us is the long-term impact on the
proposed Elm Fork Turnpike project. We would ask that you

Dear Mr. Ratliff:
I enjoyed talking with you on Thursday, June 16, regarding
the proposed "connector freeway," which will connect the
intersection of SH-161/IH-635 and the intersection of
SH-190/IH-35E. At the request of Mike Tucker of Prentiss
Properties, David Dean and I are conferring with other interested
parties and officials to brief them on the proposed freeway.
Thus far, the connector freeway has met with strong support and
we expect the positive reception to continue. An area delegation
is scheduled to appear beforo thC July 15, 1988 Highway and
Pub~i~ 'transportation Commiqsion to request that the Commission
adopt and approv~ ~h¢ ]~1/190 freeway connection.
The proposed route is approximately 5.1 miles and will serve
to alleviate traffic congestion on IH-35E as well as serve the
regional traffic needs of Dallas, Collin and Denton Counties.
Additionally, the proposed connection will serve as a vital link
to an "outer loop" which would be formed by SH-190 and SH-!61.
The estimated construction costs for this facility is
approximately $109,000,000. An "SH-190/SH-161 Development
Status" map and a proposed freeway alignment are enclosed for
your reference.
The support of the City of Coppell for thi~ project is
solicited and is indeed crucial. At 'the Highway Commission
mee~ng on July 15, the delegation hopes to demonstrate that this
project has regional approval. The Cities of Carrollton, Farmers
Branch, Lewisville, Garland, and Richardson, and the Farmers
Branch-Carrollton Flood Control District have already passed
resolutions in support of this project. The Dallas-Fort Worth
International Airport Board and the Regional Transportation
Council of the North Texas Council of Governments are also on

record as supporting this project. Other municipalities
benefited by the proposed freeway will entertain resolutions of
support over the next few weeks. I welcome the opportunity to

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARROLLTON,
TEXAS, SUPPORTING THE APPROVAL AND CONSTRUCTION OF A FREEWAY
CONNECTION BETWEEN SH-161 AND SH-190; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, SH-161 is a planned north-south thoroughfare in
western Dallas County which will end at IH-635; and
WHEREAS, SH-190 is a planned east-west thoroughfare in
Dallas, Collin and Denton Counties which will end at IH-35E;
and
WHEREAS, a connection between SH-161/IH-635 intersection
and SH-190/IH-35E intersection will provide a needed
connection between SH-161 and SH-190 as well as serve as a
vital link of an outer loop; and
WHEREAS, IH-35E in Carrollton handles significant levels
of traffic; and
WHEREAS, the proposed SH-161/SH-190 connection will
provide relief to congestion on IH-35E to the benefit of
Carrollton residents and to the general public; and
WHEREAS, the connector freeway will interchange with
IH-635 and IH-35E, thereby enhancing mobility for Carrollton
residents and the general public; and
WHEREAS, the City of Carrollton owns right-of-way along
the proposed alignment; and
WHEREAS, the proposed alignment involves economic and
environmental issues regarding land fill use and open space
property; and
WHEREAS, if the proposed connection is accepted and
approved as a project by the Highway Commission, the SDH&PT
will undertake feasibility and environmental studies,
including environmental and economic issues.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF CARROLLTON, TEXAS:
Section 1
That the City of Carrollton hereby supports the construction
of a freeway connection between SH-161 and SH-190 and
requests the Highway Commission to approve the proposed
connection at its July 1988 public hearing.
Section 2
That the City of Carrollton requests the Highway Commission
to allocate necessary funds for the SDH&PT to study economic
and environmental issues, including those affecting the City
of Carrollton's land holdings.
Section 3
That the City will dedicate necessary public property for
right-of-way after it has reviewed and approved roadway
design and right-of-way requirements and has assured
conformance to applicable State Laws and City Ordinances.
Section 4
That the SDH&PT consider roadway alignment that utilizes
retaining wall structures and other means to minimize
right-of-way requirements on public property.
Section 5
That the proposed freeway will be designed to create the
least adverse impact on City park land, open spaces and other
public facilities.
Section 6
That the design of the proposed freeway will not preclude a
southern connection point with the proposed "Trinity Tollway"
or a northern connecting point with the proposed SH 121
By-Pass.
Section 7
That this Resolution shall take effect immediately from and
after its passage.

THE TRINITY LEVEE.
WHEREAS, it is anticipated that west side of Farmers Branch will
undergo tremendous growth of high density office development and,
WHEREAS, this tremendous growth in high density office development
will greatly contribute to traffic congestion in the area and,
WHEREAS, the construction of an extension of SH161 in Irving to
SH190 in Carrollton along an alignment west of luna Road would
serve regional and local traffic needs to accommodate increases
in traffic and,
WHEREAS, the proposed SH161 connection would provide local access
to the west side of Farmers Branch, and
WHEREAS, the proposed SH161 connection would provide traffic relief
to the interchange of IH35E and IH635, and
NOW THEREFORE BE IT RESOLVED, by the Mayor and City Council of the
City of Farmers Branch, Texas;
SECTION 1. That the City of Farmers Branch hereby supports
construction of an extension of SH161 along an alignment west
of Luna Road and east of the east bank of the Trinity Levee.
SECTION 2. That this resolution be sent to the cities of Irving
and Carrollton, as well as Dallas County and the State Highway
Department to support the construction of this freeway.
SECTION 3. That this resolution shall take effect immediately
from and after its passage.

DEVELOPMENT OF A FREEWAY FACILITY
CONN~CTING S.H. 161 AND S.H. ]90 IN D~Tz~S COUNTY
W/~EREAS, the Regional Transportation Council is the designated Metropolitan
Planning Organization charged with responsibility for coordinating regional
transportation improvements in the Dallas/Fort Worth Metropolitan Area; and
WHEREAS, the Regional Transportation Council supports the development of
transportation facilities which i~prove the mobility and thereby enhance the
economic development of the North Central Texas region; and
WHEREAS, a major freeway facility has been proposed to close an important
gap in the outer loop around Dallas County by connecting S.H. 161 at I.H. 635
to S.H. 190 at I.H. 35E; and
WHEREAS, the proposed connector highway would serve important traffic
movements between existing developments in northern Dallas County and impending
development in western Dallas County,
NOW, THEREFORE, BE IT RESOLVED THAT:
Section 1. The Regional Transportation Council
endorses, in concept, the proposed
connector between S.H. 161 and S.H. 190
in Dallas County, without designating a
higher priority for this facility in
relation to any other needed facility in
this region.
Section 2. The consideration of the proposed
connector facility is not to cause any
delay whatsoever in the construction of
S.H. 16~ or any other presently
programmed project( s ).
Section 3. The proposed connector facility should
be considered among other/alternative
improvements evaluated in the impending
update of the Regional Transportation
Plan for North Central Texas.
Section 4. Endorsement of this project does not
preclude support for the viability of
connecting the proposed facility with
the D. roposed Elm Fork Toll Road so as to
permit continuous traffic flow.
Section 5. That this motion shall be in effect
in--lately upon its adoption.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS
SUPPORTING A PROPOSED HIGHWAY CONNECTING STATE HIGHWAY 161 AND STATE
HIGHWAY 190.
WHEREAS, the City of Coppell, Texas, is anticipated to experience
sustained growth in population, land use and employment; and
WHEREAS, this growth will greatly increase the traffic volumes on
both the City of Coppell's and Regional primary and secondary road
systems; and
~EREAS, the City of Coppell, supports the development of the
transportation facilities which improve the mobility and thereby enhance
the economic development of the North Central Texas region; and
~EREAS, State Highway 161 is a planned north/south thoroughfare in
western Dallas County which will end at Interstate Highway 635; and
~EREAS, State Highway 190 is a planned east/west thoroughfare in
Dallas, Collin and Denton Counties which will end at Interstate Highway
35E; and
WHEREAS, a need can be served by a connector freeway between the
State Highway 161-Interstate 635 intersection and the State Highway
190-Interstate 35E intersection; and
WHEREAS, a major freeway facility has been proposed to close that
important gap in the outer loop around Dallas County by connecting S.H.
161 at I.H. 635 to S.H. 190 at I.H. 35E; and
I~EREAS, a connector freeway will interchange with I.H. 35E and
I.H. 635, thereby enhancing mobility for Coppell residents and the
general public; and
k~EREAS, a connector freeway will serve as a major source of relief
for traffic congestion on I.H. 35E serving Coppell's thoroughfares to
the benefit of Coppell residents and the general public;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
COPPELL, TEXAS:
SECTION 1: That the City of Coppell supports the proposed
connector freeway between State Highway 161 and State Highway 190 in
Dallas County, without designating a higher priority for this facility
in this region. (see Attachments A & B).
SECTION 2: That the City of Coppell hereby supports the con-
struction of a connector freeway between State Highway 161 and State
Highway 190 and requests the Highway and Public Transportation Commis-
sion to approve the proposed connection at its July, 1988 public hear-
ing.
SECTION 3: That the City of Coppell requests the Highway and
Public Transportation Commission to allocate necessary funds for the
State Department of Highways and Public Transportation to conduct the
necessary feasibility study.
SECTION 4: That the proposed connector freeway should be con-
sidered among any other alternative improvements evaluated in the
impending update of the Regional Transportation Plan for North Central
Texas.
SECTION 5: That the design of the proposed freeway will not
preclude a southern connection point with the proposed "Elm Fork Toll
Road".
SECTION 6: That this resolution be forwarded to the Highway and
Public Transportation Commission, SDHPT and Dallas County to support the
construction of this connector freeway.
SECTION 7: That this Resolution shall take effect immediately from

TEXAS SUPPORTING THE APPROVAL AND CONSTRUCTION OF A
"CONNECTOR FREEWAY" BETWEEN STATE HIGHWAY 190 AND STATE
HIGHWAY 161; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, State Highway 190 is a planned east-west
thoroughfare in southeast Dallas County, northeast Dallas County,
southwest Collin County, southeast Denton County, and northwest
Dallas County; and
WHEREAS, construction of State Highway 190 between State
Highway 78 and U.S. 75 is scheduled to commence in 1988,
construction between U.S. 75 and the North Dallas Tollway is
scheduled to commence in 1991, and construction in Denton County
and northwest Dallas County is on the State Department of
Highways and Public Transportation's (SDH&PT) five-year
development plan; and
WHEREAS, State Highway 161 is a planned north-south
thoroughfare in western Dallas County; and
WHEREAS, construction of State Highway 161 between IH-635
and State Highway 183 is scheduled for contract letting in 1990
and the portion of State Highway 161 between State Highway 183
and IH-20 is on the SDH&PT's five-year development plan; and
WHEREAS, a need exists for a "connector freeway" between the
intersection of State Highway 161 and IH-635 and the intersection
of State Highway 190 and IH-35E; and
WHEREAS, the connector freeway will be approximately four
miles in length and will be included on the State Highway System;
and
WHEREAS, a connector freeway between State Highway 161 and
State Highway 190 is the desire of state, county and municipal
governments and private business and real estate interests; and
WHEREAS, the connector freeway will interchange with IH-35E
and IH-635, thereby enhancing mobility for Lewisville residents
and the general public; and
WHEREAS, a connector freeway will serve as a major source of
relief for traffic congestion on IH-35E to the benefit of
Lewisvllle residents and the general public; and
WHEREAS, private landowners along the proposed route support
the connector freeway concept and will contribute right-of-way
for the freeway; and
WHEREAS, the connector freeway will spur economic growth and
development; and
WHEREAS, the proposed connector freeway can be constructed
for a competitive cost per vehicle mile.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF LEWISVILLE TEXAS:
THAT the City of Lewisvllle requests the SDH&PT and the
State Highway Commission to approve a connector freeway from
State Highway 190 to State Highway 161 at its July 1988
public hearing.
THAT the City of Lewisville requests the SDH&PT and the
State Highway Commission to allocate funds necessary for the
construction and completion of a connector freeway between
State Highway 190 and State Highway 161 and include this
project on the four-year letting schedule.
THAT this resolution shall take effect from and after its
final date of passage, and it is accordingly so ordered.
